<br />Commissioner VanScoy stated that he does not see contiguous development as an attainable <br />policy. He stated that he sees this as something the City would like to do, but he does not see it <br />happening. He noted that it had been included as a policy but wondered whether it should be <br />shifted to a goal. <br /> <br />Councilmember Jeffrey stated that the statement says that the City will "encourage contiguous <br />urban development" and he does not think that wording has any "teeth" behind it because he <br />does not see it holding people to anything because it is a non-action verb. <br /> <br />Planning Commission Chair Nixt noted that, as a parent, you give encouragement to your <br />children to get the results you want and he sees this as much the same way. <br /> <br />Commissioner Trites Rolle stated that the goal tonight is to discuss ideas and not to debate <br />scooting items around within the document. <br /> <br />Commissioner Cleveland stated that she does not want this item removed, but would like it <br />moved to a goal rather than policy. <br /> <br />Councilmember Olson stated that she feels there will need to be a lot of moving around within <br />categories and that, at some point, each category will need to be looked at to decide if it is in the <br />right place. She stated that she agrees with the comments made by Councilmember Strommen <br />that there are issues with the scale of some of the items being macro and micro. <br /> <br />Mayor Gamec noted that the City's charter prohibits contiguous development. <br /> <br />Councilmember Olson stated that she would like to see how the document being discussed <br />tonight relates to our current Comprehensive Plan. <br /> <br />Mr. Carlson stated that they have not tied each of these statements to those in the current plan, <br />but noted that some of the items and statements added by staff are directly from the previous <br />Comprehensive Plan. <br /> <br />Councilmember Olson stated that she thinks this group needs to see a side-by-side comparison of <br />the two documents. <br /> <br />Transportation: <br /> <br />Councilmember Look asked about the comments that had strikeout marks. <br /> <br />Mr. Carlson stated that these items were in the original document but there was a consensus at <br />the community meeting that they be taken out. <br /> <br />Mayor Gamec noted that the document refers to County Road 116 and this road should now be <br />referred to as Bunker Lake Boulevard. <br /> <br />Councilmember Olson asked if the Comprehensive Plan was supposed to be a IO-year plan. <br /> <br />City Council /Planning Commission Joint Work Session /February 19,2008 <br />Page 3 of8 <br />
