<br />Mr. Carlson noted that it should actually be through 2030, so a 22 year plans. <br /> <br />Councilmember Olson asked whether it was realistic that the Mississippi River Crossing will be <br />accomplished by 2030, since it is included in the document. <br /> <br />Commissioner Cleveland stated that she would like this statement to be included because she <br />does not want the City to lose the opportunity to continue talking about this item. <br /> <br />Urban Services: <br /> <br />Commissioner Cleveland stated that under Goals, there was an item "Existing landowners should <br />not be forced to subsidize infrastructure needed by someone else's "for profit" development". <br />She asked whether this item should be included in a Comprehensive Plan. <br /> <br />Mr. Carlson stated that this item came from the community meetings, but could be modified. <br /> <br />Commissioner Hunt stated that his feeling from the discussion at the meetings was that there <br />were many people concerned about sewer and water going by their house to a new development <br />and being forced to pay for the trunk line. <br /> <br />Commissioner VanScoy stated that he does not feel that this is what the statement says. <br /> <br />Commissioner Cleveland stated that she still is unsure if this statement even belongs in the <br />Comprehensive Plan. <br /> <br />Mr. Carlson stated that the statement reflects what is in the current City Charter. <br /> <br />Councilmember Strommen stated that this is listed under goals and she feels it may be a policy <br />or ordinance. She stated that she thinks some of the headings are throwing people and making <br />discussion more difficult. <br /> <br />Commissioner Brauer arrived at 8:05 p.m. <br /> <br />Councilmember Olson stated that she agreed that this statement did not belong where it was <br />placed'in the document. <br /> <br />Mr. Carlson asked whether the group felt. the comment should appear somewhere In the <br />document. <br /> <br />Councilmember Strommen asked if he was asking about the concept or the wording. <br /> <br />Mr. Carlson stated that he was just looking at the concept right now. <br /> <br />Councilmember Olson stated that she feels the way it is currently worded is in an antagonistic <br />attitude. <br /> <br />City Council /Planning Commission Joint Work Session /February 19,2008 <br />Page 4 of8 <br />
