<br />Councilmember Strommen stated that there are things such as clean water listed under both <br />Utilities and Natural Resources. She reiterated her difficulty in reviewing this document because <br />of these types of inconsistencies. <br /> <br />Mr. Carlson stated that these types of things will be cleaned up and asked the group to point <br />them out to staff so none are missed. <br /> <br />The group discussed where certain items should be located. <br /> <br />Commissioner Cleveland stated that she feels the Comprehensive Plan should be a working <br />document and should include cross-referencing. She stated that she likes that many of the items <br />are listed in more than one place. <br /> <br />Councilmember Strommen stated that she wants to make sure that the items do not conflict with <br />each other or our Charter and other governing documents. <br /> <br />Commissioner Cleveland stated that doing this well will take good editing skills, but that it can <br />be done. She stated that she would like to see a table of contents so this will be a very usable <br />document and people can pick it up and go right to the appropriate ar~a with all the appropriate <br />cross references to other information they may need. <br /> <br />Councilmember Dehen asked where the item under Natural Resources strategies to "Establish <br />revenue stream dedicated to the permanent protection of natural resource areas such as a <br />dedicated City tax enacted through referendum" came from. <br /> <br />Mr. Carlson stated that this came from comments at the community meetings. <br /> <br />Commissioner Trites Rolle stated that the last policy listed in Natural Resources "Keep local <br />ordinances up to date and in conformance with other regulatory jurisdictions" was very generic <br />and feels it would fit overall and not just in this category. <br /> <br />Mr. Carlson stated that the statement might be from a previous plan. He stated that the <br />suggestion for a revenue stream came up and this group can decide if the city is whole-heartedly <br />behind it, or not. <br /> <br />Councilmember Olson stated that if the wording were changed to "explore" rather than <br />"establish" a revenue stream dedicated to the permanent protection of natural resource areas, it <br />could be moved to a goal. <br /> <br />Councilmember Strommen stated that until the goals are finalized, she does not think the <br />strategies can be finalized either. <br /> <br />Commissioner Cleveland stated that the statement in Natural Resources policies, "Seek out <br />alliances and partnerships with non-profit and governmental agencies to assist in securing <br />funding and other resources to assist in implementing the final plan", should be considered a <br />strategy and not a policy. <br /> <br />City Council /Planning Commission Joint Work Session /February 19,2008 <br />Page 6 of8 <br />
