Commissioner Brauer reiterated that he does not understand where some of the comments being
discussed came from. He asked what happened if there were contradictory statements made.

Mr. Carlson reiterated that in the case where contradictory statements were made, City staff and
the consultants chose comments that matched the City's existing biases. He stated that if this
group does not agree with the statements, they could be taken out.

Councilmember Strommen asked whether tonight's meeting was the main opportunity to take a
look at and comment on this document. She reiterated her difficulty with the document because
of the way it had been organized.

Mr. Carlson stated that there had been another document that was more refined and organized
differently, but at the last community meeting, it was asked that the more detailed document
including comments be presented to this group. He stated that they have tried to follow the spirit
of the community meetings.

Councilmember Strommen stated that she feels the group is just "poking at the edges" of this
document and she is not ready to sign up in support of it because she does not feel there are clear
goals and policies in place.

Councilmember Jeffrey stated that he feels the document presented tonight would be a good
appendix for the final document because it would include many of the comments from the
community meetings.

Assistant Community Development Director Geisler stated that tonight's discussion is clearly
not going the way that staff had hoped. She stated that there is a lot of information to digest so
she understood the difficulty this group was having.

Community Development Director Prolik suggested that staff refine the overall concept and
themes and come back for further discussion.

Commissioner Hunt stated that he understood that the message from the community meetings
was that people wanted to make sure that this group received all the comments that were made,
but he feels this ended up being too much information.

Councilmember Jeffrey reiterated that he feels the next version of the document should be a
pared down themed document and the one presented tonight should be kept as a supporting
document.

Commissioner Cleveland reiterated that people are asking that the Comprehensive Plan be a
workable document.

Mayor Gamec stated that he agreed that it should be easy to use and would like, for example,
someone coming in looking for information on housing to be able to come in and flip to that
section to see what is happening in the City.

City Council /Planning Commission Joint Work Session /February 19,2008
Page 7 of8
