speeds on Highway #47 with the intent of reducing those speeds, is included in the agenda. <br />Anoka is also asking Ramsey to consider a trail corridor crossing from Anoka into the Rivers <br />Bend Park in Ramsey. He stated another item for consideration is a request for the Anoka Council <br />by the City of Ramsey to pass a resolution of support for the proposed Mississippi River Crossing <br />located south of Highway #10 between Ramsey Boulevard N.W. and Armstrong Boulevard N.W. <br />into the City of Dayton. <br /> <br />Anoka Mayor Beberg commented that the State was requested to do a speed study for Coon Rapids <br />Boulevard and they raised the speed limit. He was concerned that the same thing could happen <br />with regard to Highway #47. <br /> <br />Anoka Manager Nagel stated that Police Chief Revering and he had been working on this issue as <br />it has been a problem for a number of years. He asked Ramsey City Administrator Schroeder and <br />the Ramsey City Council to consider the request to contact MnDOT and hopefully something will <br />get done and hopefully the speed limit will not be raised. <br /> <br />Ramsey Councilmember Cich stated that at one time it had been talked about that the State was <br />planning to drop Highway #47 and it would become a County thoroughfare. He added that there <br />are similar problems of speed limits being too high elsewhere and it seems a tragedy has to occur <br />before MnDOT makes any changes. <br /> <br />Bridge Crossing - Ramsey City Engineer Jankowski stated that the City of Ramsey was able to get <br />the property owner in Tooth Acres to subdivide creating two outlots (E and B) designed for the <br />future Ramsey - Dayton Bridge Crossing and the two City Councils have met to discuss the <br />crossing. There was also a proposal last spring to pursue the construction of the crossing as a toll <br />facility. The City of Dayton appears supportive of the crossing only to the extent that the roadway <br />continue and connect with 610/94. Funding for this as part of a State or County trunk system is <br />long range. There are no firm commitments made; however, the overall benefit would be to give <br />both communities good access to the Central Metro Area. Mr. Jankowski suggested a connection <br />be made with County road gl 16 and or County Road #56. He felt it would be more logical to <br />connect with County Road #116 rather than County Road #56 to give industrial properties the most <br />direct access to the bridge. <br /> <br />Mr. Schroeder stated he believes the City of Ramsey is interested in pursuing the crossing and is <br />soliciting the City of Anoka's support to pass a resolution for the concept of the river crossing at <br />Outlots E and B in Tooth Acres. <br /> <br />Anoka Councilmember Weaver stated there is a definite need for another bridge and there has been <br />talk of one connecting Reisling Avenue and Coon Rapids; however, the City of Charnplin is <br />opposed to this crossing. He commented there may be a good chance to get the crossing Mr. <br />Jankowski is speaking of because of support of it and not opposition. <br /> <br />Anoka Councilmember Cotten stated that Anoka has been supportive of bridges north of Anoka <br />and they would support this one. <br /> <br />Mr. Nagel stated that it was intended that the volume of traffic on Ferry Street would be relieved by <br />the building of the 610 bridge and that it would take five to ten years before the traffic would be <br />back to what it was; however, it has only taken three years to get it back up there which suggests a <br />definite need for another bridge. He stated there is a need to get it started and if the Cities of <br />Ramsey and Dayton are taking the initiative to make sure land is set aside for the crossing, that's <br />the beginning. <br /> <br />Ramsey Councilmember Cich asked about Hennepin County. <br /> <br />Joint City Council/Ramsey/Anoka - September 4, 1991 <br /> Page 3 of 10 <br /> <br /> <br />
