Case #4: Joint Economic Development Authority (continued) <br /> <br />Mr. Schroeder stated the consensus seems to be that the two cities should continue planning and <br />working together to market properties, etc. <br /> <br />Ramsey Councilmember Hardin stated that the City of Ramsey would like a consensus from the <br />City of Anoka regarding the McKinley Street extension as Ramsey has to deal with it soon. <br /> <br />Anoka Councilmember Weaver stated that Anoka has been very good to the Seed Estate which is <br />one of the reasons they don't have the "push" to market the property. The McKinley extension <br />would increase traffic in that area and increase interest in the property. This would be a benefit for <br />the property owners. <br /> <br />Anoka Public Works Director Schultz stated that they need to realize that this is a benefit to them. <br />He commented that exposure is the key. <br /> <br />Anoka Mayor Beberg stated there is interest, but the problems have to be worked out. <br /> <br />Mr. Nagel stated that Anoka didn't realize this issue was such a priority but since it is, they will get <br />back to Ramsey as soon as possible. <br /> <br />Case #3: Shared Services <br /> <br />Community Education/Recreation - Ramsey City Administrator Schroeder reported there are <br />approximately ten cities in School District 11 and that the majority of those cities are interested in <br />going back to the basic service with regard to community education. To date, Ramsey, Anoka and <br />Andover have expressed interest in doing more than the basic service. He stated that the City of <br />Ramsey grants $40,000 to the school district, the City of Anoka grants $78,000 and the City of <br />Andover grants $50,000. He asked if the cities are getting what they ought to for the money being <br />spent or if maybe by working together, the cities could get more services for their youth. <br /> <br />Anoka Mayor Beberg stated that the Coon Rapids City Council discussed this issue and the citizens <br />are asking for more money to he "kicked back" into the program. He expressed his own interest in <br />having youth oriented activities. <br /> <br />Ramsey Councilmember Peterson stated that the City of Ramsey, through the DARE Program, has <br />worked with the Anoka Police Department and that the City of Ramsey has also sponsored <br />Community Education activities at Sandburg Middle School. <br /> <br />Ramsey Finance Officer Helling stated that in the League of Minnesota Cities magazine there is an <br />article about school districts levying $1.00 per student with regard to the DARE Program. <br /> <br />Mayor Beberg stated that Mr. Nagel was instrumental in getting that levy. <br /> <br />Anoka City Manager Nagel stated that the school district is considering doing that and it would net <br />about $148,000 on a per pupil basis. He stated the program is very costly so funding ideas needed <br />to be thought of. He added that the school district will be conducting a meeting about this. <br /> <br />Mrs. Helling stated that the City of Ramsey paid out $11.25 per student last year for the DARE <br />Program. <br /> <br />Mr. Nagel expressed their appreciation for Ramsey's donation and stated that they had also asked <br />two other communities for assistance and received none from them. <br /> <br />Joint City Council/Ramsey/Anoka - September 4, 1991 <br /> Page 7 of 10 <br /> <br /> <br />
