Discussion ensued regarding the City of Ramsey possibly being able to train officers for the DARE <br />Program with the aid of this funding and also because the fifth graders will probably be housed at <br />the elementary school in Ramsey in 1992 instead of being sent to Sandburg. <br /> <br />Anoka Councilmember Mann stated that the City of Anoka has a separate Board working on <br />Community School issues and there seems to be a better working relationship due to that Board. <br />He stated if someone is working with the community school, you know how the money is being <br />spent. He felt it is imperative for the City of Ramsey to have someone doing the same. <br /> <br />Mr. Nagel stated they have given community education a year to make it work, if it doesn't they <br />are going back to the basic service and the City will do it's own activities. The Park Board will <br />work on it. <br /> <br />Facility Maintenance and Janitorial Services - Mr. Nagel stated that Anoka currently has a Facility <br />Maintenance Staff and contracts for janitorial services. The City of Ramsey currently has one <br />Building Maintenance Worker. It had been briefly discussed whether or not the two communities <br />can trade janitorial for repair services. <br /> <br />Property Appraisal - Mr. Nagel stated that the City of Anoka has two full-time Appraisers and one <br />part-time appraiser. He added that while the City of Ramsey has a full-time Assessor who <br />appraises all of the commercial and residential property, there are periods of time where he could <br />use assistance. Mr. Nagel stated that the City of Anoka Appraisers could probably "pick up the <br />slack". <br /> <br />Animal Control - Mr. Nagel stated that the animal control issue was discussed back in February <br />and maybe it is time now to look at other options. <br /> <br />Ramsey Councilmember Peterson stated that the City Staff's are open to any other areas where <br />possible shared services could be utilized and asked for Council feedback. <br /> <br />Anoka Mayor Beberg stated that the City of Anoka put a list together of services and equipment <br />they share with other cities and sent that to Governor Carlson. He offered to supply that same list <br />to Mr. Schroeder. <br /> <br />Mr. Nagel stated that the Cities of Anoka and Ramsey have a list of each other's Public Works <br />equipment. He added that the general concept of this case is to determine if there is a consensus to <br />explore these shared services further. <br /> <br />Anoka Mayor Beberg stated he would be willing to take a good look at these issues. He felt that <br />Mr. Nagel and Mr. Schroeder should discuss them further. <br /> <br />Anoka Councilmember Mann stated he feels these joint meetings are very effective and that maybe <br />a meeting such as this should be scheduled every three to four months. This would allow for each <br />city to let the other one know what's going on in the present rather than after-the-fact.
