COUNCIL BUSINESS

Case #1: Closing Down of the Waste Management/Waltek Methane Project

Mr. El Tinklenberg, Anoka County Division Manager of Public Services, was present to discuss
the sales agreement drafted by the County of Anoka which could result in passage of ownership of
the methane line to Waste Management in return for a waiver of liability. He reported on the
background of the methane project and described its working process. He stated that if the pipeline
is turned over to Waste Management, they have agreed to indemnify the City and the County from
past and future liability as a result of the operation of the pipeline. He feels the indemnification is
worth a lot more than what could be gained from the sale of the pipeline.

Motion by Mayor Gilbertson and seconded by Councilmember Cich to table this case to allow for
time to review the information received from Mr. Tinklenberg. This case will reappear on the
Council agenda for October 22, 1991.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and
Peterson. In August, the City Council granted a revised preliminary plat approval of
Hunter's Ridge. The proposed revisions to the plat were precipitated by the developer's request to
realign the street layout in the plat in order to avoid areas of mature tree growth and drastic
topographic changes.
