Voting No: None. <br /> <br />Case #4: Creation of an Economic Development Authority <br /> <br />City Administrator Schroeder stated that the Economic Development Commission and the City <br />Council have discussed the possibility of creating an Economic Development Authority. He stated <br />that if Council wants to proceed on this proposal, the two largest issues are who the <br />Commissioners would be and whether Council wants to pass any restrictions beyond statutory <br />restrictions on the powers of the authority. Under statute, three, five or seven members can make <br />up the authority. If it is a three member authority, all three must be Councilpersons. If it is either a <br />five or seven member authority, at least two members must be Councilpersons but the rest can be <br />citizen members. <br /> <br />Consensus of the Council was that they wanted more time to review the information and place this <br />case back on the next Council agenda for discussion. <br /> <br />Case #5: Update on Mississippi River Crossing <br /> <br />City Administrator Schroeder reported that the North Metro Mayor's Association has scheduled a <br />meeting for Thursday, October 10, 1991 at 3:30 p.m. at the Ramsey Municipal Center. This <br />meeting will include the Cities of Ramsey, Anoka, Dayton and Champlin and Anoka and Hennepin <br />Counties. The purpose of the meeting is to discuss a future Mississippi River Crossing. <br /> <br />Case #6: Easement Acquisition at the Wood Pond Projects <br /> <br />City Administrator Schroeder reported that City Staff is conducting several activities relating to the <br />Wood Pond Projects in order to ensure placement of the utilities. The City has been gaining <br />appraisals in order to determine the value of the parcels being taken. He stated that staff is <br />requesting authority to provide for the appraisal deposits should such be a demand by any of the <br />owners involved. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to authorize City Staff to <br />enter into right-of-entry agreements with the owners of property in the Wood Pond developments <br />for purposes of utility easements and further allowing staff to enter into these agreements <br />compensating the owners up to the amount of the quick take appraisal deposit. <br /> <br />Motion carried.
