ORDINANCE #09 -XX <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA WHICH <br />AN AMEMDMENT TO A ZONING AND SUBDIVISION CODE, LAND CHAPTER <br />CHAPTER IS KNOWN <br />OF THE CITY CODE OF RAMSEY MINNESOTA. <br />AN ORDINANCE AMENDING SECTIONS 9.02 (Definitions), 9.11 (Performance <br />Standards), 9.20 (Zoning Districts), and 9.50 (Subdivision). <br />The City of Ramsey ordains: <br />SECTION 1. AUTHORITY <br />This ordinance is adopted pursuant to and under the authority of the City Charter of the City of <br />Ramsey. <br />SECTION 2. AMENDMENTS, <br />Section 9.02 (Definitions) is hereby amended to include the following language: <br />Natural Area — An area that does not include noxious weeds that is purposely left <br />to grow in a natural state and contains vegetation that can maintain itself in a stable condition. <br />Organic Matter — Decayed plant materials that are no longer identifiable or <br />recognizable as the original plant and have been biologically transformed into a humus -like <br />material. <br />Topsoil — Black dirt composed of unconsolidated material, with a sufficient <br />amount of organic matter to establish a suitable foundation for vegetative growth. The <br />composition of topsoil shall include a well balanced medium consistent with MnDOT <br />specification 3877.2C (premium topsoil borrow), modified to include no more than thirty percent <br />(30 %) sand and silt content, respectively. <br />Subsection 9.11.01 (General Requirements) is hereby amended to include the following <br />language: <br />—282— <br />Subd. 8. Grading. <br />a. Mass grading activities of the overall development of a site may utilize on- <br />site stripped topsoil at a minimum thickness of four (4) inches. <br />
