c. Vehicular access points shall be limited and shall be designed to create <br />minimum conflict through traffic movements. At such time that new <br />construction and expansion of existing uses are initiated practical efforts <br />should be made to eliminate multiple accesses on a single parcel and to share <br />vehicular access points with adjoining properties to minimize the total number <br />of access points within the district. <br />d. The entire site shall have a drainage system, which is subject to the approval <br />of the City Engineer. <br />e. All signing and information or visual communication devices shall be in <br />compliance with the applicable provisions of the City Code. <br />f. All magazining or stacking space for vehicles shall be off - street and shall be <br />constructed to size that will accommodate that number of vehicles which can <br />be serviced during a maximum thirty (30) minute period and shall be subject <br />to the approval of the City Engineer. <br />g. parking or car magazine storage space shall be screened from view of abutting <br />residential districts. <br />h. Provisions are made to control and reduce noise. <br />i. A concrete curb not less than six (6) inches above grade shall separate the <br />public sidewalk from motor vehicle service areas. <br />j. Off street parking areas, driveways, traffic maneuvering areas, open and <br />outdoor storage areas, open and outdoor service, sales, display or rental areas <br />shall be surfaced with concrete or blacktop and finished with continuous <br />concrete curbing. Any site proposing to install any of the above named site <br />improvements shall submit a grading, drainage, and erosion, control plan to <br />the City Engineer for approval prior to installation of improvements. . <br />1. Open and outdoor service, sales, display, storage, or rental shall be fenced or <br />screened from view of abutting residential districts. All conditions pertaining <br />to a specific site are subject to change when the Council, upon investigation in <br />relation to a formal request, finds that the general welfare and public <br />betterment can be served as well or better by modifying the conditions. <br />m. Lighting. Any lighting used to illuminate an off - street parking area, sign or <br />structure shall be arranged to deflect light away from an adjoining residential <br />district or public street.
