At the present time, that pond is rough graded and several
residents have expressed concerns that need to be addressed prior to construction completion. The
concerns are pond depth, restoration of turf surrounding the side slopes of the pond, and when
will the completed pond be filled with water.

Gayle Fessler, 15201 Ute Street N.W., Ramsey - stated that since construction has been halted on
the pond, the storm ditch between Lots 8 and 9 has become a danger. She added that at the time
she purchased her property, she was told that there would be a manicured and landscaped pond
with a synthetic liner and she paid 25% more for her lot because of the pond.

Discussion ensued regarding the citizens concerns and the Developer's and the City's positions
with regard to these concerns.

Mayor Gilbertson stated that he, along with the City Engineer, the citizens, the developer, and the
developer's engineer would meet at the pond site to discuss these concerns and resolve any
problems.

Case #2: Denial of Application for On-Sale Liquor License for Joel Lalley,
Jimmy B's American Cafe and Lounge

Mayor Gilbertson stated he would abstain from the decision on this case and turned the meeting
over to Councilmember Peterson.

City Council/October 22, 1991
