Case #8: Request for Site Plan Approval; Case of Bernie Vevea, Ve-Ve, Inc. City Engineer Jankowski stated that Mr. Vevea submitted an application for site plan approval to construct a 60' x 90' expansion to his existing facility located at 14047 Azurite Street N.W. The Planning and Zoning Commission recommended site plan approval contingent upon compliance with the City Engineer's Review Letter dated October 11, 1990 with some exceptions. Mr. Jankowski stated that in October, 1991, Mr. Vevea submitted another proposal which is to construct his addition with fire walls which would eliminate the need for an automatic sprinkler system. Mr. Vevea is also suggesting that his certificate of occupancy for the structure be used in place of the financial guarantee for curbing and blacktop improvements. Mr. Jankowski stated that City Staff is recommending approval of the site plan contingent upon Mr. Vevea providing a financial guarantee for the required site improvements. Mr. Vevea was present and expressed his anxiety to get site plan approval as he missed last year's construction season and will miss this year's season also if the blacktopping issue is not resolved. Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve Mr. Bernie Vevea's site plan for the expansion of Ve-Ve, Inc., located at 14047 Azurite Street N.W., contingent upon Mr. Vevea either completing the required site improvements or providing a financial guarantee for same prior to the issuance of a building permit for the expansion. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and Hardin. Voting No: None. Case #9: Closing Down of the Waste Management of Minnesota, Inc./Waltek, Inc. Methane Project City Administrator Schroeder stated that at the Council meeting of October 8, 1991, Mr. E1 Tinklenberg of Anoka County presented some historical information on the Methane Project and asked City Council to approve the final distribution of funds from the project to Anoka County, City of Anoka and City of Ramsey in accordance with the original contribution ratio and to approve the "Purchase and Sale" Agreement with Waste Management of Minnesota, Inc. for the methane pipeline. Motion by Councilmember Beyer and seconded by Councilmember Hardin to ratify the Purchase and Sale Agreement with Waste Management of Minnesota, Inc. and authorize the Quit Claim Deed by ordinance with regard to the Methane Gas Project. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Cich and Peterson. Voting No: None. Case #10: Creation of an Economic Development Authority City Administrator Schroeder stated that EDA by-laws from the Cities of Brooklyn Center and Dayton had been sent out to the Councilmembers for their review. He stated that City Staff is requesting that the City Council schedule a public hearing in order to consider adopting a resolution creating the Economic Development Authority. The Councilmembers agreed to schedule a public heating. Case #11: Report from Fire Board Meeting Councilmember Peterson stated that the Fire Board is recommending that City Council offer the position of Volunteer Fire Fighter to five of the applicants that applied for the positions. Councilmember Cich stated that the Fire Department had also requested four helmets, two red and two white, to enable the fire fighters to be able to determine at a glance who the Commander in Charge is at the scene of a fire.
