Motion by Councilmember Peterson and seconded by Councilmember Cich to award the bid to <br />Landwehr Heavy Moving of $731,180.10 and concurrence with the recommendations provided in <br />the City Engineer's award letter including the delay of notice to proceed until such time as DNR <br />license is obtained, the Park and Recreation Commission should have input with regard to this case <br />and a neighborhood meeting should be scheduled with the affected property owners. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. Voting No: None. <br /> <br />Case #6: Request for Final Plat Approval of Glengarry Addition, a Minor <br /> Subdivision; Case of Burnside Trails Development <br /> <br />City Engineer Jankowski stated that Burnside Trails Development is requesting final plat approval <br />for Glengarry Addition, a minor subdivision. The property is located in the R-1 Rural Residential <br />District and consists of approximately 30 acres to be divided into three lots. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#91-10-242 granting final plat approval to Glengarry Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Case #7: Request for Site Plan Approval for a Cold Storage Warehouse; Case <br /> of Adolfson and Peterson, Inc., Represented by John Weicht and <br /> Associates <br /> <br />City Engineer Jankowski stated that John Weicht and Associates have applied for site plan <br />approval to construct a 5,250 square foot cold storage warehouse for Adolfson and Peterson on <br />Lot 2, Block 1, HY-10 Ramsey 2nd Addition. He stated that the Planning and Zoning <br />Commission had reviewed this request and had a number of considerations they wanted <br />incorporated in the site plan agreement. They are as follows: 1) That in addition to establishing <br />some plantings along the north property line to screen the use from the future extension of Industry <br />Avenue, screening also be established along Armstrong Boulevard N.W.; no minimum size <br />requirements were placed on the screening. 2) That the applicant be required to pave a 50-foot <br />long approach to Armstrong Boulevard N.W. 3) That the Development Permit be drafted to <br />require that the accesses to the site be paved and curbed at the time Industry Avenue N.W. is <br />extended and improved past the subject property. 4) No hard surfacing requirements be placed on <br />the exterior storage area. <br /> <br />Mr. Weicht stated that Adolfson Peterson has requested that they not be required to provide a 50- <br />foot paved approach and instead provide a 100-foot crushed granite approach. He stated that they <br />are also proposing to move the structure further west than originally proposed. The existing <br />fencing on the site would be extended to surround the structure. <br /> <br />Paving requirements were discussed. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to approve the site <br />plan for a cold storage warehouse for Adolfson and Peterson, Inc. on Lot 2, Block 1, HY-10 <br />Ramsey 2nd Addition, based upon an agreement with the developer that he will blacktop a 100 foot <br />approach to Armstrong Boulevard N.W. and that the City Engineer will review the operation in 12 <br />months to determine if additional blacktopping is needed on the driveway or around the building. <br />The surety for landscaping shall be retained until an adequate landscaping screen is established for <br />a period of 12 months. <br /> <br />Motion carried.
