Mayor Gamec inquired about the possibility of sewer and water lines being run into this area.

City Engineer Jankowski replied the City has received an application for a plat review from
Marigold Ponds, which would bring sewer and water to this area.

Mayor Gamec asked if the lines would be run in this area or on the west side of Highway 47.

Assistant Public Works Director Olson replied it is likely that water would be necessary down
this road. Sewer would only be necessary in the event that the property south of the ditch, which
is north of River Pines 5th Addition, would need a gravity sewer line. That area is also owned by
Oakwood Development, but is not part of any plat requests at this time.

Mayor Gamec questioned if the water line would go through this area if Marigold Ponds moves
forward.

Assistant Public Works Director Olson replied he believes it would.

Councilmember Elvig asked if the Mayor feels the water and sewer improvements should be
looked at as part of this project.

Mayor Gamec responded in the affirmative. He stated a street should not be put in if it will have
to be tom up in a year. He thinks there is a need for the cul-de-sac, as it is a maintenance issue,
but he thinks the assessment is a high cost to the residents. This is a unique situation, and the
City may need to contribute more for the cul-de-sac if they want it, since it does not benefit the
property owners. The bike trail needs to be done, as it is a continuation of the City's trail system.

Public Works Director Kapler clarified all of the work will be done within the right-of-way and
no property will be acquired for this project.

Assistant Public Works Director Olson indicated 32 feet is the City standard for width, however,
there are only three houses on this road. If the width were to be at 28 feet it would be the
existing 20-foot street with an 8-foot trail.

Public Works Director Kapler stated with respect to the property owner, the Committee needs to
be careful not to set a precedent of debating road width. He agrees this is an extremely unique
situation, and fr<;>m a public safety standpoint they can likely make a deviation on this and still
accomplish everything that is needed. His concern is to be clear that a precedent is not being set
of discussing road widths.

Chairperson Elvig noted this is an extremely unique situation. This situation would not set a
precedent, as there are only three residents on this street with a cul-de-sac that needs to be paved
for City purposes and does not benefit the property owners, and the City wants to continue the
bike trail.

Public Works Committee/May 17,2005
