Assistant Public Works Director Olson indicated the cost of the project with the reduced street
width, but with the cul-de-sac remaining would be approximately $5,600 to the property owners,
rather than $6,538. He indicated the Council is scheduled to authorize the project on July 12th.
However, they may want to schedule this sooner than July 12th, as the residents need to have the
full opportunity to counter petition. .

City Engineer Jankowski advised the petition period starts after the closing of the public hearing.

The consensus of the Committee was to direct staff to revise the feasibility study to include the
width of the street at 28 feet including an 8 foot trail, with the cost of the cul-de-sac broken out,
and to provide an option for the City to share costs of the cul-de-sac. The revised feasibility
study should be brought back to the Council for the continuation of the public hearing, and
should be shared with the residents prior to the City Council meeting.

Further discussion: City Engineer Jankowski advised this project was originally scheduled to
begin in October, which anticipated a 60-day period in between the close of the public hearing
and the time the project is ordered. This project is unique in that there are only three property
owners, and it may be possible to obtain their signatures to waive that period. Chairperson Elvig
noted the next question is whether a sewer/water stub should be put in the ground.. Assistant
Public Works Director Olson indicated a comprehensive plan amendment is needed for Marigold
Ponds, and is scheduled for early June. He explained a reason not to put a stub in the road would
be if there is a viable alternative after the road is put in. The line could be run within the
highway right-of-way between the road and Highway 47. Permission would be needed from
MnDOT for this. The City has installed water main and sewer in the Highway 47 right-of-way in
the past.

Case #2:

Review Placement of Chevrons at the Corner of 169th Avenue and Neon
Street

Chairperson Elvig noted this case can be discussed, but there will not be any action taken, as
residents had been informed it would be tabled.

City Engineer Jankowski reviewed that last fall the City approved the posting of a series of
chevron warning markers at the comer of 169th Avenue and Neon Street. This posting was the
result of a request by the resident at this comer at 5866 169th Avenue to remedy the problem of
having vehicles slide off the roadway and into his yard. Subsequent to the placement of these
chevrons there was a complaint regarding the aesthetics of these warning devices by Mr. Scott
Baumgartner who resides at 5850 169th Avenue, which is immediately east of the comer
property. He stated the Public Works Committee recommended at their November 16,2004
meeting that a review of the situation be made at the May 2005 Public Works Committee
meeting.

Chairperson Elvig asked if there has been a slight decrease of speeds on the road.

Public Works Committee/May 17,2005
