Board Member McDilda advised that something the EPB does on an annual basis develop and
review their work plan. He explained that they went through an exercise to put together the plan,
mapping out what they wanted to work on throughout the year, or in some cases longer than a
year. He questioned if the Parks Commission had ever considered putting together a work plan.

Parks Supervisor Riverblood advised that they had not done an annualized work plan per se.

Board Member Max stated that the EPB was originally put together to develop a tree
preservation ordinance. He explained that when that was done they then worked on the wetland
issue and became a Board. He advised that the EPB does not have a fixed agenda from others
coming into them and explained that they have more control over their agenda than the Parks
Commission might have.

Board Member McDilda thought that one way the Boards could come together would be to help
facilitate that the other Commissions have work plans as well. He advised that the hard part is to
put together the work plan for the first time and stated that it then gets easier to update it each
year. He advised that they also go in front of the City Council and present their work plan each
year to get their input. He advised that it is another opportunity for the Board to have another
interaction with the Council and encouraged the Parks Commission to have those discussions
with the Council as well.

Parks Supervisor Riverblood thought that it might help if they were to reference the agendas for
the Boards from each month's meetings. He advised that the Parks Commission maintains a park
and trail map that shows what the Commission is doing and what they are planning to do. He
advised that the five-year CIP would involve the long-term goals. He stated that the Commission
is currently working on a couple planning documents, one of those being the comprehensive plan
as it relates to parks and open space.

Vice Chair Shryock commented that she could see how having a work plan could be beneficial to
the Commission if they had time to develop it. She thought that it might be a good idea if the
Commission had time to complete it, and also agreed that it would help to determine if the
Boards were on the same page. She explained that on the Parks Commission they get directives
that need to be followed and they also need to follow the CIP. She thought that a work plan
might help the Commission to make decisions instead of sometimes making assumptions.

Board Member Max thought that open space would be a great intersection between the two
groups.

Board Member McDilda stated that a great vehicle had left the Boards when John Olds retired, as
he was a member of both the EPB and the Parks Commission. He explained that when John
Olds was on the EPB he would share pertinent information with them about what was occurring
on the Parks Commission.

Parks Supervisor Riverblood thought that there might be an opportunity to talk to the City
Council about having one person fill vacancies on both Boards, if there were openings on both
Boards.

Park and Recreation Commission/August 14,2008
Page 3 of8
