<br />Parks Supervisor Riverblood stated that in his opinion there is a benefit to consider the act of <br />open space recreation as it broadens the scope of potential supporters and builds the <br />collaboration that trails connect the open space and parks. He advised that a lot of people have <br />different ideas of what open space actually is. <br /> <br />Board Member Sibilski advised that in the Andover referendum it was worded natural areas, <br />water, air quality and wildlife. He explained that in Plymouth the referendum was connected to <br />some of the funding being used to create a park as well. He advised that you could go simply for <br />the open space or could combine it with trails or parks. He thought that it would be great to <br />connect the open space areas with trails as the benefit to having the land is that the public can <br />, <br />view it and get to it. He\advised that if the scouting or 4-H groups would like to go into the open <br />space that would also bean option. He advised that his plan is to go before the Anoka Ramsey <br />Youth Association at their June 29th meeting to gain some support from the members of that <br />group, as it is a large group that contains a large cross section of members from the City. He <br />thought that it would be a vehicle of getting the word out on this issue. <br /> <br />Board Member Max advised that the question of support is not really a question and explained <br />that it is more of a strategy question. <br /> <br />Environmental Coordinator Anderson explained that this issue does fall within the work plan of <br />the EPB, which the City Council did approve. He advised that ifthis does move forward to the <br />Council meeting all the citizens involved in this process should take part in the City Council <br />meeting to show support. He advised that the support of the citizens group would be extremely <br />important. <br /> <br />Motion by Chairperson McDilda and seconded by Board Member Freeburg that the <br />Environmental Policy Board has received and heard the feasibility discussion from the citizen <br />group and to direct Staff to move this discussion forward as a case to be presented by the citizen <br />group to the City Council at a regular session meeting. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Member Freeburg, Bentz, Max, <br />Sibilski, and Stodola. Voting No: None. Absent: None. <br /> <br />BOARD INPUT <br /> <br />Environmental Coordinator Anderson advised that if changes need to be made to the document <br />this should not be scheduled this for the next Council meeting, as the document might not be <br />ready. <br /> <br />Chairperson McDilda advised that this should then be scheduled for the July 8th City Council <br />meeting and suggested that prior to that date the citizen group boils the facts down to a one page <br />talk sheet. He suggested that the entire feasibility study be included in the Councilmembers <br />packet for the meeting and thought that the executive summary could also be better. <br /> <br />Board Member Max questioned ifthis meeting takes the place of the Board's regular July <br />meeting. <br /> <br />Environmental Coordinator Anderson confirmed that this would replace the July meeting and the <br />next Board meeting would take place in August. <br />Environmental Policy Board / June 17, 2008 <br />Page 6 of8 <br />
