Case #2: Amendment of Chapter 7 of the City code Regarding Charitable <br /> Gambling <br /> <br />City Administrator Schroeder stated that at the July 23, 1991 Council meeting, an ordinance <br />amending City code Sections 7.61 and 7.62 regarding charitable gambling and bingo was <br />introduced. Since then the City has become aware of a couple of State Statute changes which <br />impact this ordinance. The first is the maximum rental fee and the second is the amount that can be <br />charged for the investigation fee. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to reintroduce <br />Ordinance g91-XX amending Section 7.61 entitled "Charitable Gambling" and Section 7.62 <br />entitled "Bingo" of the Ramsey City Code. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. Voting <br />No: None. Absent: Councilmembers Beyer and Cich. <br /> <br />Case #3: Application for Liquor License by V.H. Enterprises, Inc.; Case of <br /> Joel Lalley <br /> <br />Mayor Gilbertson turned the meeting over to Councilmember Peterson. <br /> <br />Police Chief Auspos stated that all the requirements for the liquor license request by V.H. <br />Enterprises, Inc. have been met. He stated that the ordinance requires the license fee to be paid by <br />the applicant at the time of the application, but since this is a transfer, the license is actually paid <br />through June, 1992. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to approve the <br />transfer of the on-sale intoxicating liquor license and Sunday sales license from S.J.S., Inc. to <br />V.H. Enterprises, Inc. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin and Peterson. Voting No: None. <br />Abstained: Mayor Gilbertson. Absent: Councilmembers Beyer and Cich. <br /> <br />Councilmember Peterson turned the meeting back over to Mayor Gilbertson. <br /> <br />Case #4: <br /> <br />Change Order No. 1 and Final Payment for 1991 Street Sealcoating <br />Program <br /> <br />City Engineer Jankowski stated that the City of Ramsey awarded its 1991 Street Sealcoating <br />Program to Bituminous Roadways, Inc. in the amount of $34,761.43. The award was based upon <br />estimated quantities of bituminous and sealcoating aggregate. The actual amount of bituminous <br />used was two percent higher than the estimate. Mr. Jankowski stated that in addition, the <br />contractor offered the City a reduced price for the use of City owned aggregate which was <br />stockpiled at Central Park. The City took advantage of this and approximately 60 percent of the <br />total aggregate used on the project was supplied from this stock pile. He explained that since the <br />contract bid was on a unit price basis, the contractor should be compensated accordingly. The <br />Change Order reflects a net decrease of $6,070.92 based on the actual amounts of materials used. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to authorize Change <br />Order No. 1 and final payment to the contractor in the full amount of the revised contract price of <br />$28,690.51. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. Voting <br />No: None.
