<br />"PLAN 0" <br /> <br />As Ramsey explores planning scenarios for the former Rural Developing Area <br />and revisions to the current Comprehensive Plan, Plan D is dedicated to <br />preserving the principles of the current plan. These principles came from years of <br />discussions involving city residents. They were reaffirmed by the initial public <br />hearing. Key among these are: <br /> <br />II Planned and Controlled Growth with a variety of housing options <br />II A sustainable clean and healthy environment <br />II Preserving natural resources <br /> <br />Ramsey also will need to think outside the box-beyond current policies that <br />inhibit innovation to new ideas that nurture neighborhoods in future <br />developments while preserving the qualities of rural and suburban living that <br />have made Ramsey unique. . <br /> <br />We believe we can create neighborhoods through: <br /> <br />II Encouraging mixed-use developments with a range of housing types <br />II! Trading density for green space and open space <br />II Creating pedestrian friendly environments <br />II Constructing cost-effective, environmentally sensitive infrastructure <br />II Providing density transitions sensitive to existing neighborhoods <br />II Using a flexible points system and form-based codes to create neighborhoods <br />not sprawl <br />II Developing indicators to insure that development is meeting community goals <br />
