<br />TRANSPORTATION <br />SPECIFIC RECOMMENDATIONS <br /> <br />Design communities so that children can walk to school and families can walk to <br />shopping, entertainment and recreation. <br /> <br />Develop a pedestrian master plan. <br /> <br />Use trees and other green infrastructure to provide shelter, beauty, urban heat reduction, <br />and separation from automobile traffic. <br /> <br />Make sure transportation models and surveys accurately reflect all modes of <br />transportation. <br /> <br />To achieve safer street networks, planners should consult emergency responders during <br />the design phase of a road improvement project. <br /> <br />Use context-sensitive design criteria that takesin.to account the constructed and natural <br />environment of the area; the environmental, scenic" aesthetic, historic, community, and <br />preservation impacts of the activity; and access for other modes of transportation. <br /> <br />Continue to extend and upgrade local east~west'roadways to.reduce the need for local <br />motorists to use TH 10. .,. . . <br /> <br />Apply travel demand management measures. <br /> <br />Continue to actively manage access to the arterial roadway system in order to preserve <br />its mobility function. <br /> <br />With the approval of North Star continue to work to build a station in Ramsey and <br />encourage development of a feeder services. <br /> <br />Explore purchasing Metro Transit service without entering the taxing district. <br /> <br />Ensure future roadway improvements include sufficient right-of-way for future pedesfrian <br />and bicycle paths. <br /> <br />Designate major east west roadways as "parkways" which would include off-street, <br />multi-use trails and sidewalks and on-street commuter bike lanes and pull-in bays. <br /> <br />Pursue ways to make trail links across major roadways. <br /> <br />In addition Plan D recommends that for all new developments, project traffic impact shall <br />be studied for the adjacent streets and the affected collector and arterial roadway <br />system. If an impact is shown by the contribution of 5% percent or more of the Level of <br />Service C service volume and the level of service decreases below Level of Service C <br />during the AM or PM peak hour, mitigating measures will be required to alleviate such a <br />decrease in operating conditions. <br />
