COUNCIL BUSINESS <br /> <br />Case #1: Presentation of Monthly Cable Television Subscriber Activity Report <br /> by Terry O'Connell <br /> <br />Terry O'Connell, Quad Cities Cable TV was present and reported on the cable coverage for the <br />City of Ramsey. He also stated that the cable report is given to the City of Ramsey and if there is <br />any other information City Staff would like to be receiving, to let him or the Cable Commissioner's <br />know. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit to Establish Professional <br />Offices and Daycare Facilities in the R-1 Rural Residential District at <br />6139 157th Lane N.W.; Case of Northern Counties Secretarial <br />Services <br /> <br />Zoning Administrator Frolik stated that Northern Counties Secretarial Services has applied for a <br />conditional use permit to establish professional offices and daycare facilities in the R-1 Rural <br />Residential District at the soon to become former Lord of Life Church at 6139 - 157th Lane N.W. <br />Northern Counties Secretarial Services is hoping to expand in the future; however, under current <br />City Code regulations, to expand a conditional use permit would require reapplication and the risk <br />of denial. In an attempt to protect their initial investment, the applicant is proposing that if their <br />request for a conditional use permit is approved, that it include any expansions that would bring <br />their total building size up to 22,000 feet. <br /> <br />Dennis Zylla, Carol Owens and Roslyn Kieke were present representing Northern Counties <br />Secretarial Services. <br /> <br />Mr. Zylla stated they are proposing to utilize the property for a medical transcription service and if <br />state approved, a daycare. He stated they are requesting approval for expansion only, not the site <br />plan approval for this expansion. Mr. Zylla felt there would be less traffic and noise with this type <br />of business than there is with the church there. He also stated this business would create jobs in <br />the City and the building will be added back in for tax base which would be another benefit to the <br />City. <br /> <br />The Council proceeded to review the Findings of Fact. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to amend or add <br />findings to read as follows: <br /> <br />#12. <br />#15. <br /> <br />#16. <br /> <br />#17. <br />#18. <br /> <br />That the proposed use may increase traffic coming to and from the subject property. <br />That the proposed use will be harmonious and in accordance with any specific objectives of <br />the Comprehensive Plan should be stricken from the findings". <br />That the proposed use will be operated and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the general vicinity." <br />That the proposed use will not be hazardous to existing neighboring uses. <br />That the proposed use may be a substantial improvement to the property in the immediate <br />vicinity and to the community as a whole. <br /> <br />Further discussion: Mr. Louis Abbendroth, 15810 Sodium Street N.W., Ramsey stated he lives <br />next to the subject property and that he built his home there because the church was his neighbor. <br />He asked for some sort of buffer between him and the playground of the daycare center. <br /> <br />Motion carded. Voting Yes: Acting Mayor Councilmember Cich and Councilmembers Hardin and <br />Beyer. Voting No: None.
