Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution g91- <br />11-253 declaring Findings of Fact #0303, as amended, relating to Northern Counties Secretarial <br />Services request for a conditional use permit to establish professional offices and daycare facilities <br />in the R-1 Rural Residential District. <br /> <br />Motion carded. Voting Yes: Acting Mayor Councilmember Cich and Councilmembers Beyer and <br />Hardin. Voting No: None. Absent: Mayor Gilbertson and Councilmember Peterson. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to adopt Resolution <br />g91-11-254 approving the request for a conditional use permit and declaring conditions of the <br />permit for Northern Counties Secretarial Services. <br /> <br />Motion carried. Voting Yes: Acting Mayor Councilmember Cich, Councilmembers Beyer and <br />Hardin. Voting No: None. Absent: Mayor Gilbertson and Councilmember Peterson. <br /> <br />Case #3: <br /> <br />Receive Bids and Award Contract for Improvement Project g91-14 <br />(Wood Pond Project Lateral Sanitary Sewer, Watermain and Storm <br />Sewer) <br /> <br />City Engineer Jankowski stated the City solicited bids for Improvement Project g91-14 (Wood <br />Pond Project Lateral Sanitary Sewer, Watermain and Storm Sewer) and those bids were opened on <br />Friday, November 22, 1991. The lowest bidder was C.W. Houle. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to adopt Resolution <br />g91-11-255 receiving and awarding contract for Improvement Project g91-14 (extension of sewer <br />and water for Chestnut Hills, Chestnut Pond, Cedar Hills and Windemere Woods) to C.W. Houle. <br /> <br />Motion carded. Voting Yes: Acting Mayor Councilmember Cich, Councilmembers Beyer and <br />Hardin. Voting No: None. Absent: Mayor Gilbertson and Councilmember Peterson. <br /> <br />Case #4: <br /> <br />Discussion Regarding Extensions to Conditional Use Permits Issued <br />to Waste Management of Minnesota, Inc. <br /> <br />City Administrator Schroeder asked that this case be tabled until the December 17, 1991 City <br />Council meeting. <br /> <br />Motion by Councilmember Beyer and seconded by Acting Mayor Councilmember Cich to table the <br />discussion regarding extensions to conditional use permits issued to Waste Management of <br />Minnesota, Inc. <br /> <br />Motion carded. Voting Yes: Acting Mayor Councilmember Cich, Councilmembers Beyer and <br />Hardin. Voting No: None. Absent: Mayor Gilbertson and CouncilmemberPeterson. <br /> <br />Case #5: Discussion Regarding Horse Care Commission <br /> <br />Zoning Administrator Frolik stated the purpose of this case is to update City Council regarding the <br />efforts of the Horse Care Commission. The members have studied the Horse Ordinance and their <br />role on the Horse Care Commission. Basically, their charge is to assist the Community <br />Development Department in resolving horse related complaints and provide recommendations on <br />applications for conditional use permits to have horses on less than three acres. She stated that the <br />Commission has spent a considerable amount of time trying to address Subdivision 8 of the Horse <br />Ordinance. That part of the ordinance states that the Police Chief, or any designated agent of the <br />City, may impound any horse found at large and shall provide proper sustenance for such <br /> <br />City Council/November 26, 1991 <br /> Page 6 of 8 <br /> <br /> <br />
