impounded horse. The Commission advertised for emergency horse care providers and received <br />four applications. During the interviews with these applicants, several questions were raised <br />regarding medical and liability coverage for the horse care providers. Following lengthy <br />discussions with the League of Minnesota Cities, Personnel Coordinator McAloney and Mr. <br />Hadtrath, the City's Insurance Agent of Record, it was determined that as with any other paid on- <br />call employee of the City, emergency horse care providers will be covered under the City's <br />worker's compensation policy and liability policy. <br /> <br />City Council was not in favor of having the emergency horse care providers covered under the City <br />worker's compensation policy and liability policy and directed Ms. Frolik to take this issue back to <br />the Horse Care Commission to discuss other alternatives. <br /> <br />Case #6: Inclement Weather Policy <br /> <br />City Administrator Schroeder stated he drafted an Inclement Weather Policy for Council to vote on. <br />The poicy states the City Administrator will make a determination if City Hall should be closed <br />after conferring with the Mayor, or in his absence, the Mayor pro-tem. He will then contact <br />WCCO Radio to provide for a broadcast of the closure. Employees will be alerted that they are to <br />listen to WCCO Radio. If it is broadcast that City Hall is closed prior to the shift start time, then <br />the employee will be paid as a regular workday. If the office is not officially closed, staff will be <br />instructed to take vacation time or comp time for any absence from work that occurs. If the office <br />closes after the start of the shift, payment will be made for the remainder of the day with comp time <br />or vacation taken for time absent form work prior to official closure. This policy will not apply to <br />Public Works of Public Safety employees. In the absence of the City Administrator, the Finance <br />Officer will make the decision on whether or not to close City Hall due to inclement weather. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to adopt the Inclement <br />Weather Policy as presented by the City Administrator. <br /> <br />Motion carried. Voting Yes: Acting Mayor Councilmember Cich, Councilmembers Beyer and <br />Hardin. Voting No: None. Absent: Mayor Gilbertson and Councilmember Peterson. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Joint Powers Agreement - District #11 <br /> <br />City Administrator Schroeder stated that Anoka-Hennepin School District #11 will pass upon the <br />joint powers agreement between them and the City of Ramsey sometime in December or January <br />and it will come back to Council after that. <br /> <br />2) Legal Services Bids <br /> <br />City Administrator Schroeder stated that he sent out proposals for bids for legal services for 1992 <br />to approximately five firms requesting a response by December 16, 1991. <br /> <br />3) Entrance Signs to the City of Ramsey <br /> <br />City Administrator Schroeder stated that the Economic Development Commission has been <br />reviewing the issue of entrance signs to the City of Ramsey and have drafted specifications. If <br />Council approves of these signs, the EDC will initiate the funding process. <br /> <br />With regard to sign locations, Councilmember Hardin suggested that the EDC contact the <br />landowners to see if there is interest in allowing the signs to be placed on their property before <br />anything else is done. <br /> <br />City Council/November 26, 1991 <br /> Page 7 of 8 <br /> <br /> <br />
