<br />1. A copy of the current Comprehensive Plan and the March 1995 amendment thereto. <br />2. Zoning map. <br />3. Relevant pages of the Regional Blueprint which apply to Ramsey. <br />4. The Metropolitan Council's water availability study (concern is that there may not be a <br />sufficient supply of municipal water to satisfy the needs of urban development). <br />5. Copy of community telephone survey. <br /> <br />Fred Hoisington explained that the issues identified to-date are included in the materials that will <br />be distributed but that the community survey is still in progress. It will further define the issues <br />most critical to the City of Ramsey for consideration by the Focus Group. <br /> <br />Fred Hoisington briefly described the process as follows: <br /> <br />. Meeting 1 - Definition of issues <br />. Meeting 2 - Identification of alternatives to resolve issues <br />. Meeting 3 - Evaluation of alternatives/make recommendations to Planning Commission <br /> <br />It was generally agreed that three meetings may not be sufficient to get through this process. <br /> <br />It was agreed that the three meetings take place on December 2,9 & 16 at 7:00 p.m. at the Anoka <br />Electric Cooperative. We should have both flip charts and white boards available. The preferred <br />seating arrangement is a large table rather than theater seating. <br /> <br />Regarding the structure of the Focus Group it was agreed that Fred Hoisington should facilitate <br />the process and that it have essentially no organizational structure. <br /> <br />Minority reports were discussed. It was agreed that there is a preference that no minority or <br />alternative positions be tendered. In some cases, hopefully few, options may have to be offered <br />for lack of agreement by the Focus Group. <br /> <br />Fred Hoisington distributed a tentative agenda for the December 2 meeting of the Focus Group. <br />A revised version of that agenda is attached. <br /> <br />One member of the Focus Group requested that Fred Hoisington summarize the state laws and <br />agencies that govern or have review authority over the City's plans. Most particularly mentioned <br />were the Metropolitan Land Planning Act and the Metropolitan Council. What authority do they <br />have over the City's plans? A suggestion was made that we also consider the role of school <br />districts in this evaluation. Also requested was an opinion of what it could mean if the City <br />Charter and the Comprehensive Plan do not agree. <br /> <br />Meeting adjourned at 8:50 p.m. <br /> <br />Attachments <br />
