A petition shallbc submitted to the City tllong with t\ map identifying the mea requesting subdivision street lighting service, This petition shall be signed by ,1 minimum of 35%, of the 'property owners within the district of the petitioning area. The area of the petition request shall be reviewed by the Public WorksCornmittee whkh sh,\ll approve or reject the reasonableness of the area to be considered for subdivision street light installation. Following approval of the petition area and certitication of the required signatures on t~e petition, the City Council shalt direct a feasibility study to be prepared and the installation of subdivision street lights shall be considered following the process outlined under the regulations of Chapter 4 of City Code and State Statutes 429 which regulate special assessment public improvement projects, 5
