<br />CASE# ~ <br /> <br />OY~:H.VIEW OF 2009 STREET MAINTENANCE PROGRAM <br />By: Steven ~Jnnl<owsld, City Engineer <br /> <br />Background: <br /> <br />The Street Maintenance Program is an anmml program vvhich has been implemented <br />beginning in 1981to address the prcvent~ltive maintcmmce needs of the City I s streets. <br />Attached is a table and graph illustrating the scope of the recent years of the program. <br /> <br />An idealized maintenance schedule that the City has pursued is as follows: <br />. Apply a tirst sealcoat 5 years following the construction of a bituminous <br />pavement. Developer escrows are collected to cover this cost. <br />. Apply ~l second seal coat in Year 12 of the pavemcnt.{Sevcn years after the tLrst <br />seal coat). " <br />. Apply a one and one half inch bituminous overlay in Year 19. (Seven years <br />following the second sea1cout). The pavement gcnemlly requires additiomll <br />strength by this time and sea1coating is n\) longer effective in keeping water ti'om <br />penetrating the pavement due to extensive cracking. <br />. Apply a se~ll onto the over1~lyil1 Yeal' 24. (Five years follo'vving the bituminous <br />overl,\)', Cracks will have reflected ti'OI11 the underlying ptlVCmcnt by this time <br />and the seal will restore the imperviousness of the overlay in addition to <br />improving the skid resistance of the pavement. <br /> <br />Each year the street pavements are reviewcc! and rated on a scalc" from 1 to lOusing a I <br />Phaser rating system developed by the University of Wisconsin. The streets programmed <br />for maintenance are selected based on"a combination of the idealized schedule above and <br />the rated conditions. [t is also necessary to modify the program based upon the budget <br />" available. For these reasons (the actual program will vary from the idealized schedule <br />described above. In recent years the City completed overlaying a number of streets which <br />were initially constructed between 1979 and 1983 when Ramsey experienced a "paving <br />boom". Because funds were needed to address streets which badly needed ovedays, some <br />of the sealcouting projects were deJayed. This year the City will be focusing 011 the <br />seulcoating of streets which have recently been overlaid between 1997 ~ll1d 2004. <br /> <br />The 2009 program consists of se~ll projects on approximutely 16.09 miles of City streets <br />which m-e primarily located in the southern and eastern portions of the City. A breukdown <br />of these seals is as follows: 1 st seals 2,86 miles; MSA seals 1.31 miles; and seals on <br />overl~iid streets 11.92 miles. An exhibit illustrating the proposed program will be <br />available at the meding. The streets proposed for seal coating will be preceded by having <br />cnlcks wider than om:~qLLarter inch sealed with un ebstic sealing material. In addition, <br />the Public Works department will repair any failed areas prior to work being performed <br />by the contractor. <br /> <br />7 <br />
