'The 2009 progrmn consists of overlay projects on approximately 1.85 miles of City
stn;ets. Streets proposed for overlay will receive H one and one half inch byeI' of
bitllminous wear COUfSU, Again, the Public Works department willl'cpmr failed arcas
prior to the overlay, This year thu proposed overlay project will be limlt~d to;

. The Hunters Hill subdivision located cast of CR 57 and soutb of Sunwood Drive;
and
. BurthelsRurn R.ivcr Acres 21\d Addition which is locuted nOl"th of the Boys Scout
Camp

Assessment Policies:

This year is the second year of a seven year program to phase out the previous policy of
assessing property owners 50011) of the sea1coating project cost. The 2009 sealcoating
project will assess 36% of the tottLl cost. This will decrease by 7% per year until the entire
assessment on sealcollting will be' eliminated in 2014.

The aSSCSS111ent policies for seaIcoating/ crllckfllUng and bituminous overlays hus
eval ycd into the list 0 f assessment procedures attached to this case. This policy has been
modit1ed and expanded over the years us needed. The Committee may wish to review
these policies,

Technical Program Changes:

Pea gravel has been historically llsed as the seu1coat cover aggregate on the City's
programs, ft is the lowest cost cover aggreg~tte available. Bec~Lllse it not as likely to lie on
its most stable side, it tends to be more susceptible to plow damage and being rolled by
turning tires which can lead to tracking complaints. Beginning last year in 2008 crushed
aggregate vvas specitled for cover aggregate. While slightly more expensive this
aggregate becomes embedded on its t1attest side and is less prone to stripping and
tracking. Staff did learn that from the 2008 program experience that where heavy truck
tntftic or a high volume of turnirig movements were encountered Hushing of the
bituminou~ (bituminous covered the entire aggregnte particle making the pavement black
in appeanlnce) occurred. Although this is an aesthetic issue which has since mitigated
itself by thdingof the exposed bituminous. statT has learned atter consulting with the
MnDot ltlb to modify its specification by using a slightly larger sized aggregate along
with a slightly h.cavier applic(\ti<)O of bituminous. A revised specitlcation will be 1.lsed on
the high volumeMSA roads that arc to be seal coated this year.

A second moditication thtlt proved successful in the 2008 program which will tlgain be
repeated this year is the use of a polymer moclitled asphalt emulsion on cuI de sacs and
MSA streets. The polymer creates u strong electrical bonel between the oil and the
aggregate which greatly increases the adherence of the chip to the street surface. The cost
of polymer modified :'lsphalt is about 25(l1J higher than regular CRS 2 oil so its use will be
limited to higher spee9 MSA Streets

8
