Sylvia,

As you are aware, the course of preparing the transportation element of the
Ramsey'Comprehensive'Plan Update has not been as smooth as anticipated. In fact,
approximately 99 hours have been spent by Bill Smith on the project beyond the
scope of our original agreement. As itemized below, this additional work
involved: (1) extra meetings with the Planning and Zoning Commission and
Economic Development Commission related to the location of the proposed
Mississippi River bridge and (2) extra meetings with the Parks .and Recreation
Commission and City staff to revise and refine the Trails Plan.

As the end of the study approaches, it is our concern that adequate resources be
available to complete the work to your satisfaction.

The following is a description of the activities and corresponding hours that
exceed the scope of the contract.

Review Previous Plans (Taskl.01)

Sixteen hours were allotted to the review of previous plans. However, thirty-one
hours were billed to this task, accounting for 15 hours beyond the cope of the
contract. The bulk of this time was spent in repeat visits with the City of Dayton
to discuss the City's position on the Mississippi River bridge crossing.

Trails Plan (Task 1.05)

The contract identified 16 hours to be spent on the Trails Plan. Because of the
many revisions and refinements required by the Park and Recreation
Commission, work on this task exceeded the allotted time. There were seven
meetings with the Park and Recreation Commission and! or Park Department
staff, accounting for 28 hours beyond the scope of the contract.

Prepare Draft Road System Plan (Task 1.04)

There were 64 hours in the contract to prepare the draft Transportation Plan.
Because of the attention given to the Mississippi River bridge crossing, hours
billed to this element of the study exceeded the allotted time. There were
unexpected meetings to prepare for and attend with the Economic Development
Commission and there were joint meetings between the Planning and Zoning
