<br />MEMORANDUM <br /> <br />DATE: <br />TO: <br />FROM: <br />SUBJECT: <br /> <br />December 12,1994 <br />Ryan Schroeder, City Administrator /111 <br />Jim Gromberg, Economic Development coordinator(;fO <br />Bridge Alignments for Land Use Plan Update <br /> <br />I have reviewed the numbers generated with regard to the costs associated with each bridge <br />alignment for the Comprehensive Land Use Plan Update. The following criteria was used for this <br />evaluation: <br /> <br />· Construction cost of roadway is estimated at $150/foot, with bridge construction estimated at <br />$1,500/foot. For the western alignment, an extension of County Road #116 beyond its present <br />location of 7,841 feet would be necessary. An extension to Puma Street N.W. is not assumed <br />here. The north/south roadway is estimated at 5,793.48 feet, for a total project length from the <br />river bank: of approximately 13,634 feet. It should be noted that Anoka County currently has <br />no plans to extend County Road #116 past Armstrong Boulevard N.W. As noted below, <br />western alignment Route C would require acquisition and construction costs above the base <br />western alignment that has been assumed through this process. This occurs in order to <br />facilitate the desired road curvature from north-south to east-west. <br /> <br />The easterly alignment requires an extension of County Road #116 to Ramsey Boulevard <br />N.W. of 2,643 feet, to Armstrong Boulevard N.W. of 2,672 feet. The north/south roadway is <br />estimated at 2,208.49 feet, for a total project length from the riverbank of approximately <br />7,523.49 feet. The County Road #116 extension to Armstrong Boulevard N.W. is scheduled <br />for 1999. <br /> <br />Construction cost and property acquisition within the City of Dayton was not considered. <br />Bridge construction costs used the edge of right-of-way to edge of right-of-way. Acquisition <br />costs assume $7,OOO/acre. No right-of-way or construction impacts are assumed beyond the <br />roadways under discussion. <br /> <br />· Since both routes require a possible interchange with Highway #10, no figures were <br />previously included in cost estimates. <br /> <br />· Based upon discussions with Minnesota Department of Transportation, a diamond interchange <br />likely would require approximately 800 feet in an east-west direction from the center of the <br />bridge crossing and 400 feet in a north-south direction. Other types of interchanges may <br />require differing easement lengths (Cyrus Knutson, MnDOT, 582-1387).
