ACCEPT THE RESIGNATION OF THE PART -TIME BUILDING <br />MAINTENANCE WORKER AND AUTHORIZE STAFF TO CONTINUE <br />RECRUITMENT PROCESS <br />Background <br />By: Givonna Reed Kone, Human Resources Manager <br />PC CASE # <br />The City moved into the new Municipal Center in November 2006 and has contracted <br />with two different cleaning services since that time. Overall, the services provided did <br />not meet the City's expectations or needs. Consequently, as part of the 2009 budget <br />process, staff proposed cancelling the cleaning contract and hiring a part - time regular <br />employee (24 hrs /wk) to assist with cleaning City facilities. With City Council approval, <br />the City's cleaning contract was cancelled in late 2008 and Mr. Steve Paquette was hired <br />as a part-time Building Maintenance Worker. <br />When Mr. Paquette joined the Building Maintenance Division that brought the Division <br />to 3.1 FTEs. The Building Maintenance Division is responsible for cleaning and <br />maintaining City facilities including buildings; offices; meeting rooms; equipment and <br />the grounds of the Municipal Center; Fire Stations No. 1 and No. 2; park facilities; the <br />Public Works garage; and the Municipal Parking Ramp. Building Maintenance <br />employees also perform light maintenance on utility systems; run errands; set -up and <br />take -down meeting rooms, perform basic building and equipment repairs, assist with <br />management of voting equipment, and perform fleet management and landscaping. In <br />addition, the possibility of leasing the old City Hall to MN Renaissance and leasing space <br />in the Municipal Center to Anoka County for a licensing center will mean additional <br />responsibilities for the Building Maintenance Division. Note: please see the attached <br />Needs Assessment that was provided to the City Council in the fall of 2008 for the part - <br />time Building Maintenance Worker position. <br />Mr. Paquette has resigned from the part-time Building Maintenance Worker position for <br />personal reasons effective January 12, 2009. This leaves the Division short- staffed, <br />particularly when you consider the possibility of adding new responsibilities. Therefore, <br />staff is requesting authorization to fill this vacancy. <br />Staff Recommendation <br />Staff is recommending that the Personnel Committee make a motion accepting the <br />resignation of Mr. Paquette. Staff further recommends that the Personnel Committee <br />authorize staff to continue the fall 2008 recruitment process to fill the vacancy in the <br />Building Maintenance Division. If possible, staff will recommend to the City Council a <br />candidate from the fall 2008 part-time Building Maintenance Worker recruitment process <br />
