CONSIDER A RESOLUTION AMENDING THE "POLICY FOR APPOINTING BOARD AND COMMISSION MEMBERS" Background By: Givonna Reed Kone, Human Resources Manager PC CASE #: 3 At the January 6, 2009 Work Session, the City Council discussed several possible changes to the City's Policy for Appointing Board and Commission Members, some of which would significantly impact our current reappointment process. Changes proposed at the January 6 Work Session include the following: 1. Incumbents and new applicants will be considered in one collective recruitment, interview and selection process. Previously, incumbents were considered for re- appointment in a separate process prior to new applicants being considered. 2. Term expiration dates will be adjusted for current and future board and commission members to March 31 which will allow incumbents to continue to serve without interruption until any newly elected City Council Members take office and official action is taken on board and commission appointments. 3. Applicants will be interviewed by the full City Council and the City Council will consult with the chair and vice chair of each board or commission regarding appointments; however, the final decision regarding appointments will rest with the City Council. 4. If there are more than five applicants for a vacancy, the City Council will screen the applications and select five applicants to be interviewed. In addition to proposing the policy changes listed above, staff was directed to post an interactive application on the City's website and advertise the vacancies that will result from the changes listed above. The application has been amended so that it applies to both incumbents and new applicants and it has been posted on the City's website in an interactive format. Further, the vacancies and proposed policy changes have been advertised in the Ramsey Resident, on the City's website and included with the utility bill which will be mailed out on January 26. The board and commission application review date has been set for February 20, 2009.
