CONSIDER A RESOLUTION AMENDING THE <br />"POLICY FOR APPOINTING BOARD AND COMMISSION MEMBERS" <br />Background <br />By: Givonna Reed Kone, Human Resources Manager <br />PC CASE #: 3 <br />At the January 6, 2009 Work Session, the City Council discussed several possible <br />changes to the City's Policy for Appointing Board and Commission Members, some of <br />which would significantly impact our current reappointment process. Changes proposed <br />at the January 6 Work Session include the following: <br />1. Incumbents and new applicants will be considered in one collective recruitment, <br />interview and selection process. Previously, incumbents were considered for re- <br />appointment in a separate process prior to new applicants being considered. <br />2. Term expiration dates will be adjusted for current and future board and <br />commission members to March 31 which will allow incumbents to continue to <br />serve without interruption until any newly elected City Council Members take <br />office and official action is taken on board and commission appointments. <br />3. Applicants will be interviewed by the full City Council and the City Council will <br />consult with the chair and vice chair of each board or commission regarding <br />appointments; however, the final decision regarding appointments will rest with <br />the City Council. <br />4. If there are more than five applicants for a vacancy, the City Council will screen <br />the applications and select five applicants to be interviewed. <br />In addition to proposing the policy changes listed above, staff was directed to post an <br />interactive application on the City's website and advertise the vacancies that will result <br />from the changes listed above. The application has been amended so that it applies to <br />both incumbents and new applicants and it has been posted on the City's website in an <br />interactive format. Further, the vacancies and proposed policy changes have been <br />advertised in the Ramsey Resident, on the City's website and included with the utility bill <br />which will be mailed out on January 26. The board and commission application review <br />date has been set for February 20, 2009. <br />
