-138— <br />October 10, 2008, revised January 21, 2009 <br />Jeannie Michels <br />23008 Navajo Street <br />Saint Francis, MN 55070 <br />Re: Final Plat Review: Michels Property <br />Dear Jeannie: <br />7550 Sunwood Drive NW • Ramsey, Minnesota 55303 <br />City Hall: 763- 427 -1410 • Fax: 763- 427 -5543 <br />www.ci.ramsey.mn.us <br />We are in receipt of your final plat to re -plat two parcels in the City of Ramsey to separate the <br />existing commercial use from a larger, undeveloped parcel. The sketch plan consists of two (2) <br />sheets dated May 30, 2008, revised January 15, 2009, prepared by Hakanson Anderson <br />Associates, Inc. We offer the following comments: <br />1. General: The subject property is approximately 5.08 acres in size and is located south of <br />Highway 10 at the border of the cities of Ramsey and Anoka. The final plat is proposing <br />to subdivide a lot for the existing commercial use and one outlot for the remaining <br />undeveloped parcel. There are currently four (4) accessory structures on the proposed <br />outlot. The structure located in the easement for roadway will need to be removed upon <br />construction of a trail proposed within this easement. You stated during our phone <br />conversation on Tuesday, August 26, 2008 that your plan was to record on the abstract <br />document that those buildings shall be removed upon sale. <br />2. Zoning: Currently, the property has dual zoning; E -1 Employment and R -1 Residential. <br />The proposed Lot 1 will contain the existing industrial use and remain zoned E -1 <br />Employment. The proposed Outlot A would continue to have a dual - zoning designation <br />of R -1 and E -1. City staff finds this acceptable in this instance, as the City's <br />Comprehensive Plan is in the process of being updated. Through that process, the land <br />use designation and zoning can be amended so that Outlot A has one zoning designation. <br />3. Mississippi River Overlay District. A portion of _ Outlot A is located in the Mississippi <br />River Overlay District. All development projects in this District that include platting the <br />property are required to submit a Site Development Plan. The district states that the <br />development shall preserve 50% of the land as open space, and restrict impervious <br />(rooftop and pavement) to 25% of the lot area (or up to 35% with a Conditional Use <br />Permit). It is also noted that the maximum structure height in the Overlay District is 35 <br />feet. Compliance would have to be verified at the time Outlot A is developed. <br />
