Director of Public Works Olson replied not on Andrie Street. We would probably take <br />his cash for the trail fund and put it likely on a project for Alpine. <br />Councilmember McGlone asked if he would have to put in sidewalks on one side to <br />which Mr. Olson replied yes. Councilmember McGlone asked if that would be for the <br />public use to which Mr. Olson replied yes. <br />Councilmember McGlone stated in that portion of the project, it lists sprinklers and grass <br />and dirt for some of the costs and there could be a chance that it would be lower. <br />City Administrator summarized Council /staff discussion as such: The City will go ahead <br />with the feasibility study with sidewalks included and the City will send out a survey to <br />the residents and bring the survey back to City Council along with the results of the <br />feasibility study. <br />Councilmember McGlone inquired if there was a problem for him to vote on this issue. <br />City Attorney Goodrich replied there would be no problem. <br />Councilmember McGlone inquired if there was case law to support that to which Mr. <br />Goodrich replied yes. <br />Case #2: Public Hearing: Adoption of Business Subsidy Policy and Criteria <br />Mayor Ramsey closed the regular portion of the City Council meeting in order to conduct <br />the public hearing. <br />Public Hearing <br />Mayor Ramsey called the public hearing to order at 8:09 p.m. <br />Economic Development Coordinator Sullivan sated that the City of Ramsey adopted its <br />business subsidy policy on September 28, 1999. Over the years, rules and regulations <br />pertaining to Tax Increment, Tax Abatement and Business Subsidy law have changed. A <br />policy was written, then reviewed and adopted by the Economic Development Authority <br />on November 13, 2009. The policy updates the old policy, implements changes in <br />Business Subsidy Statutes, clarifies public purpose and creates an objective scoring <br />system/application to rate proposed projects. The new scoring system will allow staff to <br />compare projects objectively before making recommendations. Mr. Sullivan inquired if <br />the Council had any questions and reported that staff is asking that Council adopt the <br />resolution adopting the policy and criteria. <br />Mayor Ramsey stated this is a public hearing and asked if there was any input. <br />Motion by Mayor Ramsey, seconded by Councilmember Dehen to close the public <br />hearing. <br />City Council /January 13, 2009 <br />Page 10 of 32 <br />
