Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, Look,
McGlone, and Wise. Voting No: None. Absent: Councilmember Elvig.
The public hearing closed at 8:10 p.m.
Council Business
Councilmember Look inquired if there are major differences.
Economic Development Coordinator Sullivan replied the old policy was very vague.
This new policy gives direction as to how the City would award subsidies to the
businesses. State Statutes requires you can give $75,000 to the creation of one job — now
we have $25,000 of assessments to create one job. This encapsulates what was done in
2007. It was $75,000, now $25,000. This brings everything up to date. In addition, an
application system to rate projects is a useful tool.
Councilmember Look asked if $25,000 would put the City of Ramsey at a disadvantage
to attracting businesses compared to our neighboring communities.
Mr. Sullivan replied that is possible but there is a caveat to revert back to State Statutes if
we choose.
Motion by Councilmember Look and seconded by Councilmember McGlone to adopt
Resolution #09 -01 -009 adopting a policy and criteria for granting business subsidies.
Motion carried. In the
survey, there was an effort made to request how people felt about the closure of 142
Avenue. The first and second choices would be listed. He referred to the summary of the
responses on page 231 of Council's agenda. Mr. Jankowski stated that traffic issues have
been discussed a number of times in recent years. In preparing to do a safety
improvement project on TH #47 for the 2005 construction season, MnDOT held an open
house in December 2004 to solicit input from the neighborhoods and businesses on both
the east and west sides of TH #47/l42 Avenue intersection. The open house was well
attended and there was a good discussion. Comments from the open house were
reviewed at the January 2005 Public Works Committee meeting. Residents were notified
of this meeting and participated in this discussion also. The majority of the issues
presented in the current petition had been addressed at that meeting. The issues include
the signalization of the 142 /TH #47 intersection; the full closure with a median at 142
City Council /January 13, 2009
