Councilmember Dehen stated that the City should develop some policy for prioritizing <br />and getting these roads paved. He mentioned Beatty Avenue and his concern that gravel <br />is being pulled out on to Highway #10 and it could become a safety issue. <br />Councilmember Look asked what the cost is to pave per resident. <br />City Engineer Jankowski replied $7,300 is their proposed assessment and one property <br />owner has two lots. <br />Mr. Olson added that this is certainly one of the issues — large frontage — it is a good deal <br />of money. That is one thing in our process we have to be cautious about. We only <br />require 35% to solicit petitions to start and then an equal amount or greater to counter - <br />petition. <br />Councilmember Wise stated it has been said that dirt roads are an expense to the City but <br />he understands it is no more per resident than a paved road. <br />Mr. Olson responded that the expenses are about equal but we have to provide an extra <br />service to them that we do not provide to residents who live off a black top road. <br />Councilmember Wise stated he personally would not want to live on a dirt or gravel road, <br />but this does not appear to be a safety issue, so if the majority are against it, it should not <br />be done. <br />Councilmember Look asked if this was a resident - initiated petition to which Mr. Olson <br />replied yes. <br />Councilmember Look inquired what the feasibility cost is to which Mr. Olson replied <br />about $3,000 in staff time. He added maybe Council should consider a policy of making <br />it an equal number to reject as to initiate. <br />Councilmember Look expressed concern about the City eating the cost of the studies <br />when there are counter- petitions. <br />Motion by Councilmember Look and seconded by Councilmember Jeffrey to accept the <br />petition against IP #08 -31 and allow for a thirty -day period ending January 30, 2009, for <br />the receipt of a counter petition. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Jeffrey, Dehen, <br />McGlone and Wise. Voting No: None. Absent: Councilmember Elvig. <br />Mayor Ramsey recessed the regular City Council meeting at 9:50 p.m. <br />Mayor Ramsey called the regular City Council meeting back to order at 10:00 p.m. <br />City Council /January 13, 2009 <br />Page 21 of 32 <br />
