Motion by Councilmember Hardin and seconded by Councilmember Beyer to schedule a public <br />heating on abatement of the nuisance for 7:30 p.m. on Tuesday, January 14, 1992 and direct staff <br />to notify the property owner and receive quotes on abatement of the nuisance. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #4: Auditing Services <br /> <br />Finance Officer Helling stated that the case sheet details State Statutes regarding the auditing of the <br />Fire Fighter's Relief Association. She stated that she had contacted Malloy, Karnowski & Co., <br />P.A., the City's auditing firm to determine availability and cost. They informed her they could <br />perform this audit in conjunction with the City's year-end audit and the estimated cost would be <br />$1,500.00. A decision had to be made as to who would pay for this audit and based upon the <br />discussion at tonight's public hearing, it was decided that the City would fund it. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to authorize the City <br />Administrator to sign the engagement letter with Malloy Karnowski & Co., P.A. for City of <br />Ramsey and the Ramsey Volunteer Fire Fighter's Relief Association for auditing services for the <br />year ended 12/31/91 with all associated expenses paid from the City's General Fund. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. voting No: None. <br /> <br />Case #5: Creation of an Economic Development Authority <br /> <br />City Administrator Schroeder stated there has been previous discussions regarding the creation of <br />an Economic Development Authority and based upon tonight's public hearing, it is recommended <br />that City Council adopt a resolution establishing the Ramsey Economic Development Authority. <br />He stated is is also recommending that Council authorize the transferral of tax increment assets to <br />funds administered by the Economic Development Authority and also to authorize the <br />establishment of an Economic Development Account. <br /> <br />Mayor Gilbertson inquired if the Economic Development Commission would then be abolished to <br />which Mr. Schroeder replied it would not be; the Economic Development Commission would <br />continue to make recommendations to the City Council. <br /> <br />Doug Fountain, 15255 Garnet Street N.W., Ramsey - inquired if the EDC was in favor of an EDA <br />to which Mr. Schroeder replied they are. <br /> <br />Councilmember Hardin stated that the EDA is something the EDC has been discussing for six to <br />eight years. He stated the EDA can do as little as meet with perspective businesses to discuss <br />options to as much as purchase property to sell to perspective businesses. <br /> <br />Mr. Fountain stated he understands that City Council has the authority now to act as an Economic <br />Development Authority. <br /> <br />Councilmember Hardin stated they do, but not in the same manner as an EDA. <br /> <br />Mr. Fountain inquired of the difference. <br /> <br />Mr. Schroeder stated that City Council cannot create an Economic Development Account and fund <br />in the same manner.
