Under EDA, the money received from interest or land proceeds could go into <br />the EDA account and that account can be used for things other than land purchase and <br />infrastructure. It provides the opportunity to deal with an unknown circumstance that might occur <br />and allows flexibility to use that money. <br /> <br />Mr. Jim Connolly, Ramsey - asked if there would be Council people on both the Commissions. <br /> <br />Councilmember Hardin stated discussions have taken place regarding who would be on the <br />Economic Development Authority. <br /> <br />Vince Brytowski, 16931 Yttrium Street N.W., Ramsey - inquired if the EDA eliminates the public <br />hearing debate. <br /> <br />Mr. Schroeder replied that it actually adds to the amount of citizen input because there is one more <br />meeting that a proposal is heard at; City Council will still have to act on the issues. <br /> <br />Mr. Brytowski asked if the EDA would have a taxing authority to which Mr. Schroeder replied <br />they would. <br /> <br />Mr. Brytowski expressed his concern with allowing unelected officials to make decision with <br />regard to taxing and amending by-laws. He feels citizen input is great, but the decisions should be <br />made by elected officials. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt Resolution <br />#91-12-262 establishing the Economic Development Authority. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to authorize transfer <br />of tax increment assets to funds administered by the Economic Development Authority. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and <br />Cich. Voting No: None. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to authorize establishment <br />of an Economic Development account. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Landfill Siting Process <br /> <br />City Administrator Schroeder stated there was recently a meeting with a group of people regarding <br />the landfill siting process. He informed Council that there will be a hearing next week. He handed <br />out some correspondence to the Councilmembers and asked for their input following their review. <br /> <br />2) Latest 1992 Budgeting Goals <br /> <br />City Administrator Schroeder asked Council to review the latest budgeting goals as soon as <br />possible and comment back to him prior to the December 17, 1991 meeting. <br /> <br />City Council/December 10, 1991 <br /> Page 5 of 6 <br /> <br /> <br />
