CASE # 4 By: 1991 City Memberships and Dues Sandra Ashley Helling, Acting City Administrator Background: At the regular City Council meeting of March 13, 1991, Mr. Joseph Strauss of the Northern Metro Mayors Association made a presentation on the the activities of the Association and the Development Association. Northern Metro Mayors has submitted invoices to the City as follows: 1991 North Metro Development Association Dues 1991 North Metro Mayors Association Dues Invoicing for 1991 $4,5O7 . 2,553 $7,060 Although there has been some discussion as to the "essential" nature of either of these services, Mr. Strauss pointed out that the City had signed a joint powers agreement some years ago that stipulates the City must notify the association of its intent to not renew membership by October of the preceeding year. Observatlons: The City does have joint powers agreements on file for both associations. The Agreement to Form a Coalition of Metropolitan Communities to establish the North Metro Mayors Association was signed by the City on July 25, 1989. The Agreement to establish the North Metro Development Association was signed by the City on July 25, 1988. In both agreements it is stipulated : Withdrawal: Any member may withdraw from this agreement effective on January 1 of any year by giving notice prior to October 15 of the preceding year. Recommendation: It is recommended that the City of Ramsey make remittance for 1991 memberships but schedule these memberships for review in August or September of 1991 to allow sufficient time for meeting the conditions of the withdrawal clause for 1992 if the City so desires.
