CASE # 2

By:

LEGAL SERVICES
Sandra Ashley Helling, Finance Officer

Background:

In preparation for the various cost center 1992 budget requests, I asked William
Goodrich, City Attorney, to propose the 1992 rates for legal services. However, in
recalling some discussion during budget meetings earlier this year, I thought it more
appropriate to bring the general discussion of 1992 legal services back to the
Committee for review.

If the Budget Committee plans to direct staff to solicit Requests For Proposals for
1992 Legal Services, we should do so in the near future. The City receives legal
services in three primary areas:

General Legal
Prosecution
Development and Bond Counsel

Observation:

While there is no set rule as to how often cities should solicit RFPs for professional
services, every three to five years is not uncommon.

Recommendation:

If the City requests RFPs for 1992 legal services, staff recommends we do so in the
three separate areas as defined above. This would allow for proposals on one, two or
all three services.

Committee Action:

Motion to direct/not direct staff to solicit Requests For Proposals for 1992 legal
services in the three primary areas of: General Legal, Prosecution, Development and
Bond Counsel.

Review Checklist:

Finance Officer
City Administrator

B(2 09/10/91
