CASE #3

SERVICES OF COMMUNITY EDUCATION COORDINATOR
By: Sandra Ashley Helling, Finance Officer

Background:

While it seems we just discussed Community Education, and by the way - we did - we have
received some additional information regarding Ramsey's program. Claudia Dodge, Ramsey's
Community Education Coordinator, is no longer with the school district.

For the last several years, some of the coordinator's time has been funded to coordinate the
Trailblazer Program. Beginning in 1991, $3,000.00 additional funding for the coordinator was
provided for services related to the Ramsey Resident.

Observation:

Community Education's involvement with the Trailblazer Program has been less and less, to the
point where our Personnel Coordinator and Parks/Utilities Coordinator manage the entire program
except for accepting the initial applications. The actual reduction in staff time devoted to the
Ramsey Resident is minimal, but we have realized savings in the printing costs due to the printing
services of the school district. It is possible these services will not be available to the City unless
they are coordinated by the Community Education Department.

Recommendation:

It is recommended staff obtain bids for the printing services of the Ramsey Resident, determine if
the School District Print Shop services will be directly available to the City and bring back a
specific recommendation to the Budget Committee in regard to the Trailblazer and Newsletter
services from Community Education.

Committee Action:

Based on discussion.

Review Checklist:

Finance Officer
City Administrator

BC: 09/10/91
