Absent: Councilmembers Jeffrey and Olson. <br /> <br />Case #8: <br /> <br />Consider Use of City Owned RALF Property for AHSD Community <br />Education Fitness Classes <br /> <br />Assistant City Administrator Nelson stated that staff has been contacted by Anoka Hennepin <br />School District about using the former NAU building for after school and other community <br />programming. She stated that Youth First uses the eastern portion of the building and pays for <br />the utilitie.s and maintains the space. She stated that the school district would like to use the <br />space for exercise classes for the winter months. She stated that they are not interested in office <br />space, at this time. She stated that staff has discussed that if a market rate tenant would come <br />along, the City would want to act on that and discussed a 30-day notice to the school district. <br />She stated that they are requesting a no-rent lease, just utilities and maintenance, the same as <br />Youth First. <br /> <br />Councilmember Dehen noted that this is essentially a free health club that provides classes. <br /> <br />Assistant City Administrator Nelson stated that is correct and they have a fee structure for certain <br />number of sessions, but it is a nominal fee. <br /> <br />Councilmember Dehen stated that, in one sense, it is a good idea to help the community out, but <br />it seems more geared for adults. <br /> <br />The Community Ed representative stated that these classes are primarily for adults where they <br />can use the facilities during the daytime, rather than nighttime classes. <br /> <br />Councilmember Dehen stated that he is not necessarily opposed, but it creates a potentially <br />unfair competition because the other health clubs have overhead, so it is kind of a subsidy. He <br />asked how many people come to the classes. <br /> <br />The Community Ed representative stated that depending on the space and room, they typically <br />get about 30 people per class.
