She stated that she has information on the fee structure that she can <br />distribute. <br /> <br />Assistant City Administrator Nelson reviewed the structure, including payment of the instructor, <br />cleaning ofthe space, the 20% that goes to the district, and advertising costs. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to direct staff to <br />prepare a lease agreement for consideration at the first meeting in December to lease the space to <br />Community Education. <br /> <br />Further Discussion: Mayor Gamec stated that the City will recoup some of our costs for heating <br />and maintenance of the building. Councilmember Elvig stated that he likes the ability to be able <br />to turn this to a market rate lease, if necessary. Assistant City Administrator Nelson stated that <br />she will place this on the Consent Agenda on December 9, 2008. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Dehen, and <br />Look. Voting No: None. Absent: Councilmembers Jeffrey and Olson. <br /> <br />Case #9: <br /> <br />Request for Authorization to Distribute Draft 2008 Comprehensive Plan <br />Update; Case of the City of Ramsey <br /> <br />Associate Planner Gladhill stated that this is a draft of the 2008 Comprehensive Plan update and <br />noted that a public hearing was held on November 6,2008. He stated that there were specific <br />requests from businesses to be included as low density and others that staff requested. also <br />included in the packet. He stated that this would mean an extension of the MUSA line. He <br />stated that there has been a statement from the Minnesota Pollution Control Agency that ~hey are <br />open to allowing a public, quasi-public zoning for their parcel. He stated that there has been a <br />request that property near Northfork be removed from the MUSA line. He stated that a letter <br />from the applicant is included in the packet. He stated that the revised plan for Transportation <br />and Park and Recreation was also included in the packet. He stated that there needs to be some <br />re-formatting before this is distributed. He added that there were many comments received after <br />the public hearing. He reviewed some of the questions and concerns that were raised. <br /> <br />Councilmember Look left the Council Chambers at 9:19 p.m. <br /> <br />Associate Planner Gladhill stated that they would like to get the plan out to the adjacent <br />communities and agencies next week, to mee,t the time deadlines. He stated that the Planning <br />Commission recommended that this be distributed for review, subject to further review by staff. <br /> <br />Mayor Gamec confirmed that this is basically a rough draft for people to review. He noted that <br />he has seen some very rough drafts from other communities. <br /> <br />Councilmember Look returned to the Council Chambers at 9:21 p.m. <br /> <br />Phil Carlson, a planner with Bonestroo, who has been working with the City on updating the <br />Comprehensive Plan, introduced himself.
