He stated that he is proud of what the people of <br />Ramsey have put together because there has been community involvement and shaping of the <br />plan, which is why it has taken longer than anticipated. He stated that they are asking that this be <br />distributed so it can be refined as it moves forward. He made a brief presentation on the history <br />of the process and the timeline of events leading up to the draft Comprehensive Plan. He <br />reviewed what a Comprehensive Plan is as well as the Metropolitan Land Planning Act. He <br />stated that Ramsey is considered a Developing Area, which means there are requirements from <br />the Met Council that need to be met; he reviewed some of those requirements.. He stated that the <br />Plan must be submitted by December 31, 2008, with a possible extension to May 29, 2009, <br />which Ramsey has been granted. He reviewed some specific information about Ramsey's <br />existing land use. He stated that there is a vision statement that came out of the community <br />Ramsey3 project. He stated that there is also a listing of Ramsey's values, which is, in essence, a <br />constitution for the City. He stated that the purpose and outcome of the Comprehensive Plan is a <br />land use plan. He noted that issues to consider for a Comprehensive Plan amendment would be <br />density transition, neighborhood design guidelines, natural resource protection strategies and <br />neighborhood'-specific small area plans. He reviewed the Met Council household forecast for <br />Ramsey through 2030 and noted that the Comprehensive Plan revised their projection to 13,650 <br />from the Met Council figure of 16,500. He reviewed some of the possible urban planned areas in <br />the year 2030, such as north of Trott Brook and west of Town Center along Highway 10. He <br />showed a map that showed the different land use designation from 2020 to the 2030 <br />Comprehensive Plan. <br /> <br />Councilmember Elvig left the Council Chambers at 9:43 p.m. <br /> <br />Mr. Carlson stated that they are anticipating a transit stop on the Northstar Commuter Rail. He <br />stated that the Comprehensive Plan, when it was interpreted, changed the household forecast to <br />15,736 rather than the 13,650, which should be acceptable to the Met Council. <br /> <br />Councilmember Elvig retumed to the Council Chambers at 9:45 p.m. <br /> <br />Mr. Carlson stated that adjacent jurisdictions have up to 6 months to review the Comprehensive <br />Plan and submit comments and then it will be submitted to the Met Council in early 2009. He <br />stated that they are asking for authorization to submit the Comprehensive Plan to sunounding <br />jurisdictions for comment. <br /> <br />Associate Planner Gladhill stated that there was a request to strike pages 329-331 from tonight's <br />packet and requested that these not be discussed. <br /> <br />Councilmember Dehen stated that looking at the letter from the MPCA, he wonders what they <br />were talking about when they talked about a conservation easement. <br /> <br />Community Development Director Miller stated that some entities met because they want a <br />conservation easement to protect the oak savannah that the MPCA owns. <br /> <br />Councilmember Strommen stated that the McKnight Foundation that funded the Ramsey3 <br />process came out with a repol1 about some of the things they discovered through this process. <br /> <br />City Council!
