She read aloud from the report from the McKnight Foundation. She stated that she thinks some really good things came out of the Ramsey3 process. She stated that she wanted to note in the first introduction, she would like to change the description because it is not quite accurate. She stated that she had other comments but did not want to take up all the discussion time herself. Mayor Gamec asked if this is something she could review with staff before it is sent out. Councilmember Strommen stated that she thought the City was updating our 2020 document and she has not seen that in the document that the Council received. She stated that she is not seeing all the information that was in the Comprehensive Plan. She stated that her overall concern is that if this goes to communities, they need to see all the information. She stated that she would like to make sure all the. things are in there and would like to see it come back before it is sent out. Mr. Carlson stated that the items she mentioned should have been mentioned by reference and if there was some judgment calls as to how much of the previous plans is just carried over that can be included. Mayor Gamec recessed the meeting at 9:55 p.m. and reconvened at 10:05 p.m. Mayor Gamec asked for comments from the audience. Merlin Hunt, 17860 Nowthen Boulevard, stated that there is a section on Scenic Roadways and Greenway Corridors included in the Comprehensive Plan. He stated that his property is to the west of Nowthen Boulevard and defined as a greenway. He stated that he had suggested to the Planning Commission that this be reduced to not more than 50% of his property. He stated that he does not understand why this cannot be changed. He understands that these are estimated boundaries, but then the Comprehensive Plan also talks~ about implementation strategies. He read aloud a portion of the Comprehensive Plan. He stated that he is concerned that once it is put on the map it becomes history. He stated that he feels this takes away from the value of his property, which he feels is unconstitutional. He asked if there was a way for him to meet with somebody to get this changed to not exceed 50% of his property. . Associate Planner Gladhill stated that the greenway corridor was a collaborative effort with the City and the Anoka Conservation District. He stated that it is intended to have broad boundaries and not be specific. Mayor Gamec stated that the gun club area is similar because it is shown as a greenway, yet there is a development going in. He understands that his concern is that this land will not be developed because it is a greenway, but he has seen it developed in other areas. Councilmember Elvig stated that there was a large discussion about this in the past. He stated that it was not intended to restrict or deny buildability. City Council / November 25, 2008 .
