<br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to approve the proposed <br />site plan contingent upon the compliance with City Staff Review Letter dated November 25, <br />2008, and that staff be directed to continue working with the applicant so the required fire <br />suppression system is constructed in as economic matter as possible under the State building <br />codes and State fire codes. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Ely:ig, Olson, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #4: <br /> <br />Request for Authorization to Distribute Draft 2008 Comprehensive Plan <br />Update; Case of the City of Ramsey <br /> <br />Associate Planner Gladhill stated that the City has been contacted by the owner at 7404 - 149th <br />Avenue NW, which is just north of the Town Center development, who asked to be changed to <br />medium density. He stated that staff feels it is more appropriate to be changed to a single <br />familydesignation for low density residential. <br /> <br />Fred Merten, 7404 - 149th Avenue NW, stated that he is fine with it being R-l. <br /> <br />Associate .Planner Gladhill stated that there was an error on the map that did not show St. <br />Katherine Drexels' low-density area, which will be revised. <br /> <br />Merlin Hunt, 17860 Nowthen Boulevard, stated that at the last meeting he wondered why his <br />property was so overlaid with greenway. He stated that Coun~i1member Strommen suggested <br />that the map being used not be included and that the Natural Resource Inventory map be used <br />instead. He stated that in looking at the Natural Resources Inventory map 13.3; his property is <br />covered and says "natural areas of exceptional quality". He stated that he had a botanist walk <br />through his property and asked her if she could support it becoming a level 2. She stated that she <br />could not do that and it would stay at a level 3, but now this inventory shows it has been <br />upgraded to the fourth level. He asked if there were anything documented that would justify <br />this area being upgraded. <br /> <br />Associate Planner Gladhill stated that this is coming out of the completed Natural Resources <br />Inventory, so staff will need to look directly into that. <br /> <br />Councilmember Strommen stated that wetland quality, is not exactly the same classification <br />system used here, which may account for some of the difference. She stated that this is simply <br />saying what already exists on his property. <br /> <br />. Mr. Hunt stated that the botanist told him it was a third level designation, not the fourth level. <br /> <br />Councilmember Strommen stated that the City should have her field notes, so the City should be <br />able to go back and look. <br /> <br />Mr. Hunt stated that he would like to see it in writing. <br /> <br />City Council / December 9, 2008 <br />Page 9 of17 <br /> <br />P41. <br />
