Councilmember Look asked if this is still complaint based.

Community Development Director Miller stated that it is and the City does not have a policy of
taking sections of the City and canvassing them for code violations.

Councilmember Look stated that he thinks that is important for people at home to know.

Councilmember Elvig stated that he wants this to be written in a very easily understood format
so people know exactly what the steps are.

Community Development Director Miller stated that section 5.20 deals with abatement, but
Councilmember Look's question was also on non-abatable issues. She stated that is much more
clearly defmed with the new language.

Councilmember Elvig reiterated that it has to be clearly identified as to what the next steps are in
the process.

Community Development Director Miller stated that the initial letter spells out very clearly what
the steps are, whom they need to contact, and what they need to do.

Motion by Councilmember Look and seconded by Councilmember Elvig to adopt Ordinance
#08-32 amending Chapter 5.20 of the City Code, the City's regulations for enforcement.

A roll call vote was performed by the Recording Secretary.

Councilmember Look:
Councilmember Olson:
Councilmember Jeffrey:
Councilmember Strommen:
Councilmember Elvig :
Councilmember Dehen:
Mayor Gamec:

aye
aye
absent
aye
aye
aye
aye

Motion carried.

Case #10:

Approve Purchase Agreement and Loan Agreement for the Purchase of
Property Located in the Highway 10 Corridor (Holiday Stationstores, Inc.
Parcel)

City Attorney Goodrich noted that this is the abandoned Holiday Station and this would be a
RALF purchase with funds provided by the Met Council. He noted that Jodi Ruehle of The
Tinklenberg Group discussed this at the earlier work session. He explained the RALF funding
process. He stated that the acquisition price is $860,000 or $9.87/sq. ft. He stated that there are
some possible environmental issues on the site, so there is testing going on and he wants to make
sure MnDOT agrees to this. He noted that there is an additional amount of $68,350 for
administrative costs of acquiring this property.

City Council!
