<br />Councilmember Elvig stated that he loves being a part of pushing along Highway 10 and using <br />other people's money. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to enter into a Purchase <br />Agreement with Holiday Stationstores, Inc. for the purchase of the parcel of land located at 7157 <br />Highway 10 NW, Ramsey, Minnesota (PIN 27-32-25-33-0005), for a total purchase of $860,000 <br />which amount is to be funded by a Metropolitan Council RALF loan. This motion is contingent <br />on formal approval by the Metropolitan Council approving the purchase agreement and the <br />purchase price and upon City Attomey approval of the Purchase Agreement's legal terms upon <br />final negotiation with the Land Owner; AND to authorize the City to enter into a Loan <br />Agreement between the Metropolitan Council and the City of Ramsey for Protective Acquisition <br />of Highway Right-of-Way for parcel located at 7157 Highway 10 NW (PIN 27-32-25-33-0005) <br />in the City in an amount not to exceed $928,350.00. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #11: <br /> <br />Approve Purchase Agreement and Loan Agreement for the Purchase of <br />Property Located in the Highway 10 Corridor (Clint A. Wilson Parcel) <br /> <br />City Attomey Goodrich stated that this is also a RALF fund project located at 7665 Highway 10. <br />He stated that Jodi Ruehle has negotiated a purchase agreement, which was discussed earlier in <br />the WorkSession for $862,000 or $9.20/ sq. ft. and also an additional $38,000. He noted that the <br />total payment to the property owner will be $900,000. He stated that there will also be relocation <br />expenses for this property, but he cannot give a definitive amount at this time, but the estimated <br />expenses will be $36,275. He stated that this is on the City's dime and the City will not get it <br />back in the near future until MnDOT has a need for the parcel. He stated that it is his <br />recommendation that the City recommend 90 days, or up to 120 days, if required by federal <br />relocation requirements. He is also recommending a $10,000 escrow, that the City has control <br />of, to ensure it is properly vacated and that all property and debris is removed. <br /> <br />Councilmember Dehen stated that he would like to add that if after 90 days he does not leave the <br />premises, that part of the $10,000 will be used for attomey's fees or eviction purposes. <br /> <br />Councilmember Elvig stated that if it is over 90 days, or 120, if necessary, that part of the escrow <br />be used as rental payment or fine for not vacating the property. <br /> <br />Motion by Councilmember Elvig, seconded by Mayor Gamec, to enter into a purchase <br />agreement with Clint A. Wilson for the purchase of the parcel of land located at 7665 Highway <br />10 NW, Ramsey, Minnesota (PIN 28-32-25-31-0005), for a purchase price of $862,000.00 plus <br />an administrative settlement of $38,000.00 which amount is to be funded by a Metropolitan <br />Council RALF loan.
