<br />~( <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: Conceal and Carry Law <br />By: James E.Norman, City Administrator <br /> <br /> <br />Background: <br /> <br />The 2003 Legislature passed a new law modifying the Minnesota Personal Protection. <br />Act, commonly referred to as the "Conceal and Carry Law". The Minnesota Personal <br />Protection Acts gives private entities the right to prohibit guns on private property, but <br />preserves the long standing law that prohibits "local units of government from restricting <br />permit holders from bringing concealed weapons to local public places. Guns are now <br />allowed in city halls, recreation centers, state and county fair grounds, convention <br />centers, and public sports arenas. <br /> <br />Police Chief Jim Way and City Attorney Bill Goodrich have been working on local units <br />of governments' reaction to the new legislation and a report will be provided during the <br />Council Work Session. Additionally, Human Resources Department has been developing <br />"policy language that would authorize the City to prohibit employees from carrying <br />firearms while acting on behalf of the City.
