<br />-{t3 <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: 160th/Olivine Proposed <br />Development <br />By: Patrick Trudgeon, AICP, <br />Assistant Community Development Director <br /> <br /> <br />Background: <br /> <br />Gre~ Bauer is proposing to construct a single-family house on property that he owns at <br />160t Lane. As part of the proposal, Mr. Bauer would like to utilize part of the property <br />located at the comer of Olivine 81. and 161 st Lane. This property currently has a single- <br />family residence on it (7210 161st Lane) that Mr. Bauer owns. In order for Mr. Bauer to <br />do what he wants to do, approval of a minor subdivision and three variances are needed. <br />One variance is to minimum lot size, one to have less than 200 feet of lot width at the <br />street, and one for allowing a private drive in the 160th Lane right-of-way. <br /> <br />Observations: <br /> <br />This property recently received an administrative subdivision between Mr. Bauer and the <br />Gun Club. The administrative subdivision swapped land on each side of the ditch that <br />ran through their properties. <br /> <br />The minor subdivision is necessary for the lot lines to be reconfigured to create two lots. <br />The lot with the existing house (7210 1615t Lane) is being proposed to be about one acre <br />in size. The current minimum lot size in this area is 2.5 acres. The remaining acreage <br />from 7210 1615t Lane would go towards Mr. Bauer's new lot. The new buildable lot <br />where Mr. Bauer would like to build a new home for his family will have access from <br />160th Lane. Currently, the right-of-way extends to the boundary of Mr. Bauer's property, <br />but is not constructed. The built road stops about 350 feet from Mr. Bauer's property. <br />Mr. Bauer would like to construct a driveway within the right-of-way, and not a road to <br />access to his property. Since the lot has only 66 feet of right-of-way, a variance will be <br />needed since code requires rural lots have 200 feet of road frontage. <br /> <br />City Staff has reviewed the proposal and have raised concerns regarding constructing a <br />driveway in the 160th Lane r-o-w and the reduced lot size for 7210 1615t Lane. It should <br />be noted that as part of the minor subdivision process, a future subdivision plan will be <br />required. If the land is subdivided in the future as urban lots, Staffs reservations will no <br />longer be valid since a new road will need to be constructed through the property and the <br />7210 1615t Lane house would presumably be served by City services. However, there <br />presently are no plans to run sewer and water through this property. <br />
